Return to Ukraine: what you need to know

To date, the rules for the entry into Ukraine of a child — a citizen of Ukraine, who was born abroad and has a foreign birth certificate, apply. There is also a mechanism for issuing a certificate for the return to Ukraine of a person who was forcibly removed to the Russian Federation.

The child can enter accompanied by his legal representatives, such as parents, guardians on the basis of an identity card to return to Ukraine. It can be obtained at the nearest Ukrainian diplomatic institution in the country where these people are located.

Another option: if the information about the child is entered in the passport of its legal representative during the martial law and within a year from the date of its termination or cancellation. That is, in order to come to Ukraine with a child born abroad, it is necessary to obtain a supporting document that the child is a citizen of Ukraine.

To return to Ukraine a person who was forcibly removed to the Russian Federation must contact the territorial body of the State Migration Service. Since usually documents proving identity and confirming belonging to the citizenship of Ukraine are seized, stolen or destroyed from such people. Therefore, an appeal to the DMS gives the right to issue a certificate of return to Ukraine.

Identity card for return to Ukraine will be issued to persons whose information is in the Unified State Demographic Register or the information systems of the SMS. Also, the certificate is issued to children, regardless of whether there is information about them in the relevant registers.

If the deported person does not have relatives in Ukraine or they cannot apply to the SMS due to their stay in the occupied territory, the certificate can be issued at the official request of the Ministry of Reintegration to the SMS.
