Driver's license: how to get a document for foreigners serving in the Ukrainian army

Foreign citizens and stateless persons can exchange a driver's license issued by another state for a Ukrainian one. To do this, it is necessary to pass theoretical and practical exams in the service center of the Ministry of Internal Affairs. In addition, it is possible to get a driver's license for the first time - after training in a driving school.

Many foreign soldiers began to defend the borders of our state together with Ukrainians. They occupy various positions, one of which is the position of a driver of military equipment. In order to comply with the orders of the management, they must have the right to drive the vehicle. In this regard, in March 2023, the Government simplified the procedure for obtaining a driver's license for foreigners serving in the security and defense forces of Ukraine.

The relevant changes are provided for by the Resolution of the Cabinet of Ministers of Ukraine dated March 14, 2023 No. 228. In particular, the requirement to have a declared or registered place of residence on the territory of Ukraine is no longer an obstacle for foreigners serving in the Armed Forces of Ukraine, the State Special Transport Service or the National Guard. The address of the place of residence of a subject of another country and the address for official correspondence on the operation of vehicles will be considered the address of the military unit, which is indicated in the certificate of the person's stay in military service.

In addition, the requirement to have the registration number of the taxpayer's account card is canceled. Therefore, it is not necessary to bring a certificate of assignment of an individual tax number to foreign soldiers.

So, the necessary documents are:

a valid passport document of a foreigner or a document confirming a stateless person;

military ID;

certificate from the military unit with which the contract was concluded;

medical certificate of fitness to drive vehicles (only in case of passing training at a driving school and obtaining a driver's license for the first time).

These changes are valid for the period of martial law and for a period of three months after its termination or abolition.

As of August 14, in 2023, a total of 831,301 driver's licenses were issued, of which:

223 953 published for the first time;

46,019 issued after loss or theft;

466,531 issued in connection with the exchange.
