Turnkey service: bought a car and left a car dealership with state registration

From August, car dealerships will be able to represent the interests of their customers in the service centers of the Ministry of Internal Affairs for registration of new vehicles. At the same time, obtaining “transit” license plates, which were previously mandatory, will now not be required.

The Cabinet of Ministers of Ukraine adopted Resolution No. 437 of May 02, 2023, which allows the buyer of a new vehicle to assign representative functions in the service centers of the Ministry of Internal Affairs to a legal entity selling a car or motorcycle. This Resolution will enter into force three months from the date of its publication, that is, August 6, 2023.

Buying a vehicle at a car dealership, the buyer will be able not to go to the service center of the Ministry of Internal Affairs to register it. For him, a representative of the car dealership will be able to do this. To do this, an application is submitted on behalf of the buyer, in accordance with the purchase and sale agreement indicating the conditions for registration actions, documents that are necessary for registration of a new vehicle and a power of attorney for re-registration, which is formed by the means of the Unified State Register of Vehicles and signed by the buyer in electronic or paper form.

That is, dealers selling new vehicles from August will be able to give the buyer a car already registered in Ukraine — with a state registration number plate and with a vehicle registration certificate immediately in the name of this owner just from the salon. Therefore, the buyer of a new car will be able not to contact the service centers of the Ministry of Internal Affairs personally.

Previously, when buying a new car, it was mandatory to obtain license plates for one-time trips - “transit” license plates. From August it will not be mandatory for buyers of new cars. Since, if the vehicle is registered without the car physically leaving the premises or parking of the car dealership, then you can not receive these license plates for one-time trips.
