More than 41,000 applications for the exchange and renewal of a driver's license were issued through the Action
Service centers of the Ministry of Internal Affairs in cooperation with the Ministry of Digital Transformation of Ukraine and SE “INFOTEH” provide an opportunity to order not just a certificate, but a document giving the right to drive a vehicle. It's easy to order the exchange of a driver's license issued for the first time or after changing passport data or recovering a lost driver's license: a few clicks in the app.
Since May 23, when the online service was launched in Action, 41,229 applications have already been made to exchange or renew a driver's license. Of these, 32,292 — with obtaining a physical driver's license in a service center convenient for the customer of the Ministry of Internal Affairs; and 8,937 — with obtaining only the e-driver's license, that is, in electronic form without the use of a plastic form.
Analyzing the statistics, we must state that not all submitted applications are processed successfully and lead to the exchange of a driver's license. Administrators of the service centers of the Ministry of Internal Affairs rejected 5,980 applications and these drivers received the reason for refusal, not a new document.
It is worth noting that the exchange of a driver's license issued for the first time, for 2 years, is possible only after the expiration of its validity period, and not earlier. That is, starting from the day following the date indicated as final in the existing document. At the same time, the driver must have no more than 2 administrative offenses in the field of road safety and his failure to commit a criminal offense provided for by Article 286 of the Criminal Code of Ukraine, so that such an exchange takes place without passing exams.
If there were more violations of traffic rules and parking rules, then such a driver needs to again pass the exams at the service center of the Ministry of Internal Affairs and only then get a certificate with a validity of 30 years, not 2 years.
Also, we remind you that when changing personal data: first name, surname, patronymic or gender — you need to attach scans of a document confirming this change — for example, a marriage registration certificate or a certificate of divorce. Only a new passport is not enough to approve an application for a driver's license exchange.
If we talk about the statistics of e-certificates issued by service centers of the Ministry of Internal Affairs, then 6,946 of them were successfully generated in total in Ukraine. These are virtual driver's licenses, which are formed on electronic forms with their series and number.
International legislation does not yet regulate their use, but Ukraine has become the state where you can abandon the plastic form. These e-cards can be ordered both through Action and through the Online Driver's Account when exchanging or renewing a driver's license.
Please note that when ordering a service in Action, it is impossible to choose a method with delivery of JSC “Ukrposhta”, because it is provided by SE “INFOTEH”, which serves the Driver's Electronic Cabinet. That is, postal delivery is available only when ordering the service of exchange or renewal of a driver's license through the Driver's Electronic Cabinet.
