Forged documents and organized travel abroad: traffickers in Bukovina and Mykolaiv region were exposed

Nikolaev law enforcement officers reported on suspicion of an organized group that assisted in the transportation of conscripted men abroad. 44-year-old resident of Novaya Odessa last September organized a scheme to produce fake documents on the health status of men of conscription age. Thanks to these documents, the specialists of the medical and social expert commission recognized the conscripts as disabled people of a certain group.

Subsequently, the men were removed from the military register and freely released abroad. The attacker estimated his services from 4 to 7 thousand dollars per person. The “earned” funds were distributed among the members of the organized group. The organizer attracted two intermediaries to the “work”. They selected and accompanied persons interested in obtaining the relevant forged documents. Also, the men contacted other members of the group and transferred the monetary reward to the organizer.

Together with others, the group included a 50-year-old official of the regional center of medical and social expertise. She directly influenced the officials of the medical and social expert commission in order to avoid problems in the preparation of documents for obtaining the necessary disability group to those who wish. In turn, another defendant - a 65-year-old medical worker, according to fictitious descriptions of diseases, made referrals for further inpatient treatment and obtaining final unreliable documents.

The members of the group were searched by law enforcement officers. Computer equipment, copies of evaders documents, medical records and cash in the amount of $29,400 and UAH 80,000 were seized, as well as other evidence of illegal activities of the group of attackers.

The organizer and members of the criminal group were detained by investigators in accordance with Art. 615 of the Criminal Procedure Code of Ukraine. The attackers were informed of the suspicion under Part 3 of Art. 15 Part 3 of Art. 332 of the Criminal Code of Ukraine, namely: in an unfinished attempt to assist in the illegal transportation of persons across the state border of Ukraine with advice, provision of means and removal of obstacles, committed by an organized group for selfish motives.

The sanction of articles provides for punishment in the form of imprisonment for up to nine years with deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years with the confiscation of property. For the organizer, the court chose a preventive measure in the form of detention with the possibility of posting bail in the amount of UAH 1,610,400, for other members of the group - house arrest.

Meanwhile, Bukovyna law enforcement officers reported suspicion of another scheme of illegal travel abroad. The “business” was organized by 32-year-old and 40-year-old local residents. They sought out those willing to evade the summons, used personal corruption links and thus facilitated the execution of fictitious medical documents.

For the production and provision of a package of documents, those involved received 7 thousand euros per person.

One of the members of the group was detained on March 9 by operatives of the Directorate of Strategic Investigations in Chernivtsi region at a checkpoint during an attempt to transfer a citizen of Ukraine abroad. Another was detained at his place of residence.

The two defendants have already been informed of the suspicion and taken precautionary measures in the form of detention. For the illegal transfer of persons across the state border of Ukraine, merchants face punishment in the form of imprisonment for a term of seven to nine years with deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years with confiscation of property (Part 3 of Art. 332 of the Criminal Code of Ukraine).
