Conversion of cars for the training of persons with disabilities. How does it work? And where to get permission?
Life behind the wheel provides additional opportunities. It makes us much more mobile and opens up the world. Especially, this is important for people with disabilities. After all, it is the car that helps them to touch those things that they only dreamed of.
And who knows, maybe right now they are becoming drivers thanks to the flagship project of the Ministry of Internal Affairs “Driving schools for people with disabilities”, which was presented by First Lady Elena Zelenska, Deputy Minister of Internal Affairs of Ukraine Ekaterina Pavlichenko and the head of the Main Service Center of the Ministry of Internal Affairs Mykola Rudyk.
This is part of the initiative “Without Barriers” and precisely the effective barrier-free that Ukraine has pledged to implement even before the Russian invasion: equal opportunities, comfort and convenience for all Ukrainians in all spheres.
In driving schools for people with disabilities, you can master category B vehicles and manual car driving. Therefore, there was an urgent question about the conversion of vehicles of driving schools for training people with disabilities.
The Main Service Center of the Ministry of Internal Affairs, in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated July 21, 2010 No. 607, provides services for approving the conversion of vehicles, in particular to manual control.
The service can be used both by organizations providing driver training services (driving schools) and citizens who have limited ability to move independently and want to increase the level of their mobility.
To order this service:
— contact the specially authorized body of the State Enterprise “DerzhAvtoTransNdiProject”, or to the Main Service Center of the Ministry of Internal Affairs with the following package of documents:
— a written application for approval of the conversion of the vehicle, which indicates information about the vehicle, the type of conversion, as well as technical and other information necessary for the conversion; — payment documents (payment orders, receipts) with the code of the transaction or the mark of the bank, branch
postal communication or the code of the transaction (payment details) on payment in any form that can be checked using the state service of checking receipts at: https://check.gov.ua/.

A full package of documents in paper form should be submitted in person or through an authorized person, and you can also send them by mail.
You can get a completed document (conclusion) on the approval of the conversion of the vehicle every Tuesday and Thursday from 10:00 to 17:00 at the address: m. Kyiv, str. Academician Tupolev, 19.
To obtain an opinion, a legal entity must have with it an identity document (passport), a power of attorney in the form of M-2 or on the company's letterhead. In case of obtaining a conclusion directly by the head of the enterprise, it is necessary to have the seal of the enterprise, an identity document (passport) and a certified extract from the register of legal entities.
An individual (vehicle owner) must have an identity document with him to obtain a conclusion. In addition, during the period of martial law, at the request of the natural persons-owners of these vehicles, the executed conclusions can be sent to the address specified in the application by means of postal communication (Ukrposhta) at the expense of the recipient.
The cost of the service is currently — 134.60 UAH (together with blank products). The term of service does not exceed 10 working days from
the date of registration of the application for approval of the conversion.
