You can get a passport and a taxpayer number at the same time: how and where to do it
During the registration of a passport of a citizen of Ukraine for the first time, adolescents can also issue a taxpayer number in the State Migration Service. To do this, you do not need to contact the State Tax Service.
The service provides for the issuance of a passport of a citizen of Ukraine in the form of an ID-card with the simultaneous assignment of the registration number of the taxpayer's registration card to it. But only if the child has a registered place of residence. This service is free.
The basis for obtaining the service is the attainment of 14 years of age.
How to get the service:
- collect the necessary documents;
- apply for a passport to the territorial authority/territorial unit of the DMS, the authorized subject at the place of application of the person.
A person serving a sentence in institutions of execution of sentences or in respect of which a preventive measure in the form of detention has been chosen, or who is on long-term inpatient treatment in institutions of the Ministry of Health of a closed type, submits documents for registration of a passport through an authorized person to the territorial unit of the State Tax Service at the place of administration execution of the relevant institution, place of previous imprisonment or institution.
A homeless person submits documents to the territorial unit of the DMS, an authorized entity for the territorial location of the accounting centers where they are registered, or social protection institutions where they are provided with social services.
To apply for a passport, a person submits:
- a birth certificate or a document confirming the fact of birth issued by the competent authorities of a foreign state. A person applying for a passport for the first time after reaching the age of 18 in the absence of a birth certificate may submit an extract from the State Register of Civil Status of Citizens on State Birth Registration;
- Originals of documents confirming the citizenship and identity of the parents or one of them, who at the time of birth of the person was a citizen of Ukraine (to confirm the fact that the person belongs to the citizenship of Ukraine). In the absence of such documents or in the case when the parents or one of the parents of such a person at the time of his birth were foreigners or stateless persons, or in the case of the acquisition of Ukrainian citizenship on the territory of Ukraine, a certificate of registration of the person as a citizen of Ukraine is submitted;
- Passport of a citizen of Ukraine for travel abroad, including the expiration date (for a person who permanently resides abroad or who has permanently resided abroad and returned to Ukraine for permanent residence, or for a person who has acquired Ukrainian citizenship abroad);
- application for removal from the consular record (for a person who has reached the age of 14, permanently resided abroad and returned to permanent residence in Ukraine) in the prescribed form;
- certificate of registration of homeless persons (for homeless persons);
- a court decision on the identification of a person (for persons who were not established by the results of the identification procedure);
- a document certifying the identity of the legal representative/authorized person and a document confirming the authority of the person as a legal representative/authorized person;
- documents confirming information for entering additional variable information into a contactless electronic medium and in a passport (if such documents are available);
- a document issued by the relevant body, institution, organization, containing a photo image of a person - for persons applying for a passport for the first time after reaching the age of 18. In the absence of such a document, a person submits a written application in an arbitrary form, which indicates information about the address of places of residence, studies, work, penal institutions and other information, information about witnesses who will be involved in the procedure for establishing a person.
- one photo card with a size of 10 x 15 centimeters for making a digitized image of the face of a person by scanning using the means of the Unified State Demographic Register - for issuing a passport to a person who cannot move independently due to a long-term health disorder, which is confirmed by a medical opinion of the relevant health care institution issued in order, or to a person serving a sentence in a penal institution or in respect of whom a preventive measure in the form of detention has been chosen, or who is on a long term inpatient treatment in closed health care facilities (if necessary).
Deadline for consideration of the application:
A passport, which is issued for the first time, is issued no later than 20 working days from the date of registration of the application form for its receipt.
In cases of issuing a passport for the first time for persons who have reached the age of 18, in connection with the procedure for establishing a person, the period of registration of a passport is extended to two months (paragraph 43 of the Procedure for registration, issuance, exchange, transfer, withdrawal, return to the state, recognition as invalid and destruction of the passport of a citizen of Ukraine).
Accommodation without a passport:
Residence of citizens who are required to have a passport, without a passport or with an invalid passport, residence without registration - entails a warning or the imposition of a fine of one to three non-taxable minimum incomes of citizens (from 17 to 51 UAH).
State Migration Service of Ukraine
