Suspicion of exhibitors for illegal transfer of land to private property of the Ministry of Defense announced
The ex-head of the village council of Vita-Poshtova of Kyiv region and three of his accomplices implemented a criminal scheme of illegal possession of land plots of about 20 hectares. Controlled persons received free of charge for resale land, on which they planned to build a cottage town in the future.
The police found that in the period 2016-2017, the officials of the village council of Vita-Poshtova adopted a number of illegal decisions, which led to the seizure of the mentioned land plots from the ownership of the Ministry of Defense of Ukraine.
According to the senior investigator in particularly important cases of the Main Investigative Department of the National Police Andriy Chmir, during the investigation, law enforcement officers established the role of each of the participants in the illegal scheme of property seizure.
“The organizer and executor was the former chairman of the village council of one of the village councils of the capital region, who developed the plan of this transaction. He attracted accomplices - two deputies of the village council, one of whom was a deputy of the district where the land plot of the military unit is located. His role was to ensure that appeals were made to the village council about the supposedly purposeful use of this site and to improve the living conditions of the servicemen of that part, which was not done. From this began the process of committing the alienation of land plots,” Andriy Chmir explained.
In particular, the ex-chairman of the settlement council deliberately signed the minutes and decisions of the next session, to which he sent false information about the free transfer to private property of plots to 35 individuals.
Investigators of the HSC of the National Police, under the prompt support of the employees of the Department for the Protection of Public and State Interests of the NPU, in September of this year, notified the ex-heads of the village councils of suspicion under Part 2 of Art. 366 (Forgery) of the Criminal Code of Ukraine.
Now the exhibitor and three of his accomplices — ex-deputies and land surveying engineer — have been declared under Part 2 of Art. 364 (Abuse of power or official position) of the CCU. The sanction of the article provides for punishment in the form of imprisonment for up to six years.
