Massive rocket attacks on energy infrastructure
In the spring of 2024, the enemy intensified shelling of critical infrastructure facilities, in particular energy.
► A massive rocket attack took place in the morning of March 22, 2024. It hit Kharkiv, Zaporizhia, Kryvyi Rih, Khmelnitsky, Poltava region, Vinnytsia region, Lviv region, Ivano-Frankivsk region, Mykolaiv region, Odessa region and other parts of the country.
Three people were killed, including a child. About 20 more were injured as a result of the Russian strike on Zaporizhia, one person was killed on the Dniproges. The HES-2 station on the Dniproges has been disabled. In Khmelnytskyi there are dead and injured among civilians.
Emergency power cuts were carried out in seven regions (Dnipropetrovsk, Poltava, Sumy, Kirovohrad, Zaporizhia, Odessa and Donetsk) on the day of the shelling. In the Kharkiv region, the partial shutdown of electricity lasted until March 29 in order to carry out maintenance of power grids. The head of Ukrenergo Vladimir Kudritsky called the attack on Ukraine's energy system the largest since the beginning of a full-scale invasion of the Russian army.
► The Ministry of Internal Affairs is preparing consolidated operational units for emergency assistance to the affected regions. This was stated by the Minister of Internal Affairs Igor Klymenko, while on the liquidation of the consequences of shelling in Kharkiv.
During a working visit, he checked the work of the Inviolability Points. “During the day, more than 16,000 people were forced to come to the Points to warm up, recharge phones, access the network,” Igor Klymenko noted.
The Minister informed that the mobile kitchen of the State Emergency Service arrived in Kharkov. It can provide three meals a day at a time for 200 people and is deployed during massive search and rescue operations.
“We will work to make such transport more in Ukraine,” he said.
The Minister of Internal Affairs Igor Klimenko together with the acting head of the State Emergency Service Andriy Danik visited one of the sites where rescue units continue to eliminate the consequences of the enemy's missile attack.
“The preparation of joint detachments throughout Ukraine became one of the key topics of the meeting with the heads of the National Police, the State Emergency Service, the National Guard. These consolidated detachments should be ready for prompt deployment to another region that will need assistance,” the head of the Ministry of Internal Affairs stressed.
► On the night of March 29, the next massive shelling of the Ukrainian energy industry took place. President of Ukraine Volodymyr Zelensky held the Supreme Commander-in-Chief's Pact.
“This night, the enemy's conscious targets were the Kanivska and Dniester hydroelectric power plants. The terrorist wants a repeat of the environmental disaster in the Kherson region. But now not only Ukraine is under threat, but also Moldova. The water will not stop in front of the border posts, as the Russian war will not stop if we do not stop it in time in Ukraine,” Volodymyr Zelensky stressed.
More than 1 50 rescuers and 3 5 specialized vehicles of the State Emergency Service were involved in the elimination of the consequences of night and morning strikes of the Russian Federation. This was announced by the Minister of Internal Affairs of Ukraine Igor Klymenko.
The enemy attacked energy infrastructure, civilian facilities, private homes with missiles and drones. In total, 10 regions were hit. Immediately after the blows, 6 people were called for medical help, including a child. About 10 private houses were destroyed, dozens more were damaged.
“Rescuers continue to eliminate the consequences of Russian strikes, investigators record crimes, our psychologists from the State Emergency Service and the National Police work with the victims of the night. Anyone who needs help can contact the Points of Inviolability on the basis of the units of the State Emergency Service and the National Police,” the head of the Ministry of Internal Affairs noted.
► On April 11, Russian occupiers again attacked Ukraine's energy infrastructure in Kharkiv, Zaporizhzhya, Lviv, Kiev regions.
Around 6.00 am, the Russian army launched missiles at Ukraine. According to the Air Force, “Daggers” flew in the direction of Rivne, Kiev and Lviv region.
In addition, the Russian army shelled Kharkiv at night: there were interruptions with the light, the metro did not run. In Kharkov, the Russians struck at least 10 critical infrastructure.
More than 200 rescuers worked at the sites to eliminate the consequences of the massive shelling, the Minister of Internal Affairs of Ukraine said.
According to Igor Klymenko, within a few hours the Russian military attacked 5 regions of Ukraine — hitting critical infrastructure.
“The enemy fired more than 10 missiles on Kharkov, in some areas of the city there is no electricity supply. Elimination of the consequences of shelling continues also in Odesa region, Lviv region, Zaporizhzhia and Kyiv region. The personnel and equipment of the State Emergency Service from neighboring regions are involved,” the Minister of Internal Affairs of Ukraine said.
The minister added that rescuers are ready to quickly deploy mobile generating stations. On the basis of fire and rescue units and police units, there are points of invulnerability - with electricity and access to the network. Transport traffic may be restricted near the sites of shelling.
“Fortunately, according to operational data, as a result of today's attack, it passed without casualties and casualties,” Igor Klymenko said.
The President of Ukraine thanked the rescuers in a video message:
I am grateful to everyone who is now eliminating the consequences of the Russian attack, and to every soldier of our air defense who was on guard at night. More than 40 missiles and about 40 more strike drones. Some of the missiles and “shaheeds” were shot down. Unfortunately, only a part.
Russian terrorists again targeted critical infrastructure. There was another vicious missile strike on Kharkov and Kharkiv region. Objects in other areas were also targeted: Kyiv, Zaporizhia, Odessa and Lviv.
Each of our neighbors in Europe, each of the other partners sees how critical Ukraine's need for air defense is. It is here, right now, that it is our opportunity to overcome Russian terror that the world can prove that everyone equally perceives terror as a crime. If Russia is allowed to continue to do this, if Russian missiles and “shaheeds” strike not only at Ukraine, but also at the determination of partners, it will be a global authorization for terror.
We need air defense and other defense support, not blindfolds and long discussions.

► REPETITIVE STRIKE TACTICS
During the shelling of the territory of Ukraine, the Russian military began to use the tactic of double strikes. This leads to the deaths of rescuers who arrive to eliminate the effects of shelling and police officers who go to the scene to document war crimes.
► On February 27, 2024, two policemen were killed and four were wounded as a result of Russian shelling in Sumy region.
The investigation team went to document the consequences of the arrivals on the farm building. And at this time the enemy struck again. Aim artillery at law enforcement officers.
The bodies of two police rescuers retrieved from under the rubble. In addition, four other investigators were injured. They were given medical assistance.
► On March 4, another Russian war crime took the lives of two rescuers in Donetsk region. During the extinguishing of the fire in the Kramatorsk district, the rescuers of the Slavic garrison came under repeated fire from the Russians. According to emergency vehicles and fire equipment, the enemy struck with a drone.
Oleg Martynenko and Bohdan Ravlyk were killed. Now they are forever 29 and 31. Three other rescuers were injured.
► On March 15, 21 people were killed and more than 70 injured as a result of a massive attack on Odessa. Rescuers arrived to help the victims - the Russians struck again. Among the dead were police and rescuers. In particular, the commander of the assault regiment “Tsunami” Alexander Gostishchev.
► On April 4, Loginov Vladislav, Baidalinov Sergey, Matyushenko Volodymyr were killed from a second strike on the site of the “arrival” in Kharkiv
Igor Klymenko released footage that day showing a young Kharkiv firefighter crying at the scene of the attack, where Russia cynically killed his father, a 52-year-old rescuer, a few minutes earlier.
The deceased Vladislav Loginov devoted his life to work in the fire service. His son, Vladimir, also became a firefighter following the example of his father and now works as a chief of the guard in the neighboring fire department. On this hellish night, immediately after the first explosions, the father and son and colleagues drove instantly to the site of the impact. Vladislav and Vladimir worked side by side, literally a few houses from each other. When there was a powerful explosion, the son immediately realized that he most likely flew to where his father was.
After repeated shelling, the Ministry of Internal Affairs radically revised the instructions and response protocols for the employees of the State Emergency Service. Igor Klymenko reported this during a visit to the Interregional Rapid Response Center of the State Emergency Service of Ukraine.
