Accounting for objects of the fund of protective structures of civil protection: the government adopted a resolution developed by the Ministry of Internal Affairs
At the meeting of the Government, the draft resolution of the Cabinet of Ministers of Ukraine “Some issues of keeping records of objects of the fund of protective structures of civil protection” was adopted. The document was developed in order to improve the mechanism of keeping records of objects of the fund of protective structures of civil protection.
The draft act proposes to amend the Procedure for the creation and maintenance of the fund of protective structures of civil protection, approved by the Government Decree No. 138 of March 10, 2017, in particular, in part:
- introduction of a mechanism for informing the population about the objects of the fund of protective structures of civil protection through the application “Diia” by obtaining information from the Information System “Accounting and Visualization of the Fund of Protective Structures of Civil Protection”;
- implementation of shelter of the population (workers) exclusively in objects (buildings, structures, premises) that are registered in the objects of the fund of protective structures of civil protection;
- creation of a fund of protective structures and mandatory registration of warehouses, radiation shelters and dual-purpose buildings completed by construction;
- acceleration of construction, creation and arrangement of protective structures in conditions of special period and martial law; early acquisition (manufacture) and maintenance of protective structures, in particular block-modular type

Thanks to this resolution, the time for obtaining up-to-date information on the objects of the fund of protective structures of civil protection of both the Government of Ukraine and citizens will decrease, as well as improve communication between ministries, other central executive bodies and local executive bodies, local self-government bodies during the creation and accounting of the fund civil protection facilities.
So soon a single Information System will be launched. Partners — the United States Agency for International Development USAID, helped to create the system. There, information about the nearest shelters will be visualized and displayed on an electronic map. The resource will allow citizens to get quick, and most importantly - convenient access to this information. It will significantly reduce search time and help save lives in the face of enemy shelling and missile strikes.
In cooperation with the Ministry of Digital Affairs, the Ministry of Internal Affairs will provide information to the population about the nearest shelters through the application “Action”. In addition, state authorities and local governments will constantly update information, as well as monitor the proper maintenance and access to shelters.
