New algorithm for registration and re-registration of vehicles in Ukraine

From December 14, the algorithm for registration and re-registration of vehicles is changing in Ukraine. These amendments are governed by two resolutions of the Cabinet of Ministers of Ukraine No. 1019 and No. 1299.

All these changes and the process of their implementation were told at a briefing in the state news agency “Ukrinform” by the head of the Main Service Center of the Ministry of Internal Affairs Mykola Rudyk and the director of the State Research Expert and Forensic Center of the Ministry of Internal Affairs Serhiy Krymchuk.

Now for a number of registration actions for which expert research is mandatory. First, you should contact the Expert Service of the Ministry of Internal Affairs, get an opinion, and then contact any convenient service center of the Ministry of Internal Affairs.

“Expert research can therefore be carried out even in one locality, and registration actions in another. The conclusion of the expert service of the Ministry of Internal Affairs will be valid for 10 days. There is also the option to receive both services in one day — to undergo research and carry out registration actions there, this is not prohibited,” said Mykola Rudyk.

For the convenience of obtaining services, the Main Service Center of the Ministry of Internal Affairs and the Expert Service of the Ministry of Internal Affairs have introduced changes to the unified registration system for obtaining services for registration and re-registration of vehicles. The system is integrated. Pre-registration voucher can be obtained both online through the sites of both separate departments of the Ministry of Internal Affairs, and in terminals directly in the premises of the service center of the Ministry of Internal Affairs.

“To conduct an expert study, you can contact the Expert Service of the Ministry of Internal Affairs or other state specialized institutions conducting forensic expert activities, whose employees have the qualification of a forensic expert with the right to conduct research in the relevant expert specialties. Our arsenal includes 420 qualified experts who provide services in 145 service centers of the Ministry of Internal Affairs and 24 Research Expert-Forensic Centers of the Ministry of Internal Affairs. In order for citizens to choose a location or site, they should go to the website of the Expert Service of the Ministry of Internal Affairs,” Serhiy Krymchuk noted.

  • Expert opinion is mandatory for the following registration actions:
  • re-registration from one owner to another;
  • registration of a used vehicle imported from abroad;
  • renewal of the vehicle registration certificate, if it was issued before September 1, 2019;
  • re-registration after the inheritance of the vehicle, if its certificate to the previous owner was issued before September 1, 2019.

Why September 1, 2019?

It was from this date that the Expert Service of the Ministry of Internal Affairs began to add photos of this vehicle to the database of each inspected or investigated vehicle. From now on, the results of the expert study together with photo illustrations are entered into the Unified State Register of Vehicles and will be stored in it the entire cycle of the “life” of the vehicle

Expert research is carried out in order to determine the authenticity of vehicle identification numbers and registration documents (identification of the facts of destruction, forgery or alteration of the numbers of units and units of vehicles, falsification of registration documents accompanying them), and includes inspection of the vehicle and reconciliation of vehicle information entered to registration documents.

“For comparison, we have the following statistics for 11 months of 2021 and the same period of 2022: in 2021, 1,635 vehicles with changed identification numbers were detected, respectively 647 in 2022; in 2021, 151 documents with signs of forgery were detected, in 2022 - 51. As a result of such preventive measures carried out by experts, violations of the rights of citizens who were not victims of criminal encroachments were prevented. Therefore, when contacting specialized institutions and ordering such studies, citizens first of all take care of their own peace,” Serhiy Krymchuk explained.

Expert research is NOT conducted:

  • registration of a new vehicle (car dealership);
  • change of personal data of the owner in the certificate of registration of the vehicle (and individuals and legal entities);
  • deregistration of the vehicle/disposal of the vehicle;
  • re-registration of the vehicle after the installation of the GBO;
  • re-registration of a vehicle due to replacement/loss of a license plate or fixing an individual license plate;
  • renewal of the certificate of registration of vehicles registered after September 1, 2019;
  • receipt/return of registration documents for travel abroad;
  • receipt/return of a temporary registration voucher;
  • re-registration of vehicles after installation/removal of light signaling devices;
  • registration of a vehicle in connection with the transfer of ownership under a financial leasing agreement.

“In addition to the convenience associated with extraterritoriality, this separation of expert research also allows in the future to carry out registration actions with vehicles online using two smartphones or computers — the owner and the buyer,” Mykola Rudyk added.

The offline procedure for registering or re-registering a vehicle in the service center of the Ministry of Internal Affairs will now take approximately 20 minutes. Convenience and customer orientation are priorities in the provision of services of service centers of the Ministry of Internal Affairs.
