Illegal use of subsoil worth UAH 157 billion: The National Police exposed the officials of the mining and enrichment plant

The waste generated in the process of crushing and enriching ferrous quartzites had to be deposited in special storage facilities. However, without having the appropriate license, they were processed and sold to enterprises.

Officials of the mining and enrichment plant, the final beneficiary of which is the former sanctioning people's deputy of the VII and VIII convocations, set up an illegal “scheme” for the use of minerals.

The plant was licensed only for the extraction of ferrous quartzites. So the waste generated in the mineral enrichment process had to be stored in specially designated storage facilities. However, those involved processed them, and the resulting crushed stone of various factions was sold to business entities.

According to the conclusion of the expert study, the waste resulting from the crushing and enrichment of ferrous quartzites also belongs to minerals of national importance, and therefore it is necessary to obtain an appropriate license for their use. The employees of the plant knew about this, because until 2015 they had such a license.

It was established that in the period 2015-2021, more than 20 million m3 of mineral was illegally mined, and the amount of damage caused is more than 157 billion UAH of losses.

During the investigation, the police collected an evidence base, which became the basis for notifying the persons involved about the suspicion. Therefore, the chairman of the board of the mining and enrichment plant was informed of suspicion under several articles of the Criminal Code of Ukraine:
- illegal mining of minerals (part 2 of article 28, part 4 of article 240); - abuse of authority (part 2 of article 28, part 2 of article.
364—1).
