Unlimited number of attempts at exams in service centers of the Ministry of Internal Affairs from August 1 and self-preparation from October 29
Over the past few days, several amendments to the legislation of Ukraine have come into force at once, concerning self-preparation for the theoretical exam in the service centers of the Ministry of Internal Affairs, the responsibility of instructors of driving schools and examiners of service centers of the Ministry of Internal Affairs for violation of the procedure for training drivers, conducting exams and issuing a driver's license, on the abolition of restrictions on the number of refusals practical exam in service centers of the Ministry of Internal Affairs.
The new law specifies that self-preparation for the theoretical exam will be allowed from October 29. That is, the candidates for the driver will have a choice: to prepare for the theoretical exam on their own or with a driving school.
And from now on, among the administrative violations in Ukraine are those related to persons responsible for the training of drivers. These are instructors of driving schools, and examiners of service centers of the Ministry of Internal Affairs, and employees of service centers of the Ministry of Internal Affairs conducting accreditation of educational institutions.
Now violations for which fines from 8500 UAH to 13600 UAH are provided on the part of educational institutions are:
- if the training of future drivers or retraining to obtain a new category is carried out by a person who does not have a valid document of a specialist in the training of vehicle drivers;
- if the driving school has allowed a candidate for practical training as a driver who has not yet successfully passed the theoretical exam in the service center of the Ministry of Internal Affairs;
- if practical training of drivers using vehicles equipped in violation of the requirements of the Rules of the Road or by a person who is deprived of the right to drive vehicles is carried out.
And on the part of the service centers of the Ministry of Internal Affairs, violations of the administrative code are now:
- when an official of the service centers of the Ministry of Internal Affairs violates the procedure for conducting state accreditation of driving schools and violates the established procedure for certification of their specialists — now it is a fine from 8500 UAH to 17000 UAH.
- if an employee of the territorial service center of the Ministry of Internal Affairs violates the procedure for taking the exam or the procedure for issuing a driver's license, this entails the imposition of a fine from UAH 17,000 to UAH 34,000.
If these two violations are committed by an official repeatedly during the year, then for the same actions there will already be a fine of 34000 to 51000 UAH — as well as deprivation of the right to hold certain positions or engage in certain activities for a period of one year.
Also, the Ministry of Internal Affairs of Ukraine has changed the procedure for passing exams for obtaining the right to drive vehicles and issuing driver's licenses. The changes came into force today, August 1.
Now for passing the practical exam, an unlimited number of attempts are provided for two years from the date of issuance of a certificate of completion of practical training in a driving school. And these changes now apply to absolutely all candidates for drivers who pass exams in the service centers of the Ministry of Internal Affairs or who will pass them in the future. And also the deadlines for retaking exams have been updated. If the candidate for a driver has not passed a theoretical or practical exam in the service center of the Ministry of Internal Affairs, then the next such exam is appointed no earlier than after 10 calendar days.
In addition, from August 3, Sumy, Rivne, Zhytomyr and Kirovohrad regions will join the project of transparent examinations in the service centers of the Ministry of Internal Affairs. In these areas, each service center of the Ministry of Internal Affairs, which will conduct exams, becomes a local hub for the examination.
Here in the classrooms for theoretical exams there are no longer blind zones, audio recording and surveillance cameras appear in every corner of the room. And in the cars of the service centers of the Ministry of Internal Affairs for passing exams there is a video surveillance system that fixes the hands and feet of the candidate's hands and feet of the examiner of the service center of the Ministry of Internal Affairs. This also excludes any possibility of interference in the exam.
