The National Police exposed a criminal group of officials engaged in fraud in the privatization of land in the Kiev region
The facts of abuse of official position by officials of the State Geocadastre of the Kyiv-Svyatoshinsky district, the state district administration and the village council of the Kyiv-Svyatoshinsky district of the Kyiv region when making decisions on the transfer of land plots to the property of individuals and legal entities are established.
In the course of the pre-trial investigation carried out by the Main Investigative Department of the National Police of Ukraine under the operational support of the Department for the Protection of Public and State Interests and the Bureau of Economic Security, it was found that the defendants in 2005-2008 illegally disintegrated 209 hectares by forging signatures of shareholders and falsifying documents land in one of the territorial communities of the Kiev region for surrogates. In the future, after changing the intended purpose of the land plots, they were sold out.
In addition, in the course of investigative actions and operational-search measures, law enforcement officers discovered a conversion center through which shadow cashless transactions were carried out in the amount of more than 3.5 billion hryvnias. Thus, using fictitious enterprises, the criminal group helped the real sector of the economy to hide and shadow its profits.
In the course of documenting the criminal activities of officials, 8 authorized searches were carried out in the premises of the former village council, office and residential premises of the defendants.
During the searches, the police seized 346 seals of business entities, including non-residents, offshore companies that were used to withdraw funds abroad, seals of charitable organizations. Currently, law enforcement officers are checking these persons for involvement in the facts of theft of charitable funds.
In addition, ammunition and explosives were seized: RGD grenades, sunk to grenades, tin checkers, cartridges for automatic weapons. Currently, land plots with a total area of 209 hectares, located within one of the united territorial communities of the Kiev region, have been arrested.
The investigation is carried out within the framework of open criminal proceedings under Part 2 of Art. 364 of the Criminal Code of Ukraine (Abuse of power or official position, which caused serious consequences). The sanction of the article provides for imprisonment for up to 6 years.
