The National Police exposed fraud with lands in the waters of the port “Chernomorsk” for almost UAH 25 million
Among the suspects are the former First Deputy Head of the Water Resources Agency of Ukraine — the former Deputy Minister of Environmental Protection and Natural Resources, the former Chairman of the Black Sea City Council, the former Deputy Head of the District Department of the State Geocadastre in Dnipropetrovsk Oblast and the former Head of the Department of the State Water Agency. The issue of choosing preventive measures for defendants and compensation for losses caused to the state is resolved.
As established by the employees of the Department of Strategic Investigations and the Main Investigative Department of the National Police, officials of the Black Sea City Council of the Odessa region, the State Agency of Water Resources of Ukraine and the State Geocadastre developed a criminal scheme for the removal from state ownership of a land plot located in the Black Sea water area Port.
Contrary to the current legislation and without the relevant agreement with the Cabinet of Ministers, the defendants granted permission and approved the land management project for the allocation of a land plot of 0.9 hectares in the water area of the Dry Estuary. Subsequently, this land plot was illegally transferred to the partnership for long-term lease for the construction of facilities.
As a result of the illegal alienation of the land plot, the state suffered losses in the amount of almost UAH 25 million.
During the investigation, law enforcement officers conducted a number of authorized searches of the places of residence and work of the defendants and seized materials confirming the illegal activities of officials.
On the basis of the collected evidence, four participants of the criminal scheme were informed of suspicions under Part 2 of Art. 364 (Abuse of power or official position) and Part 1 of Art. 366 (Forgery) of the Criminal Code of Ukraine.
The issue of choosing precautions for suspects is being resolved. Measures are also being taken to compensate for losses caused to the state.
The pre-trial investigation under the procedural direction of the Office of the Attorney General is ongoing.
