The National Police conducted investigative actions in the case of the purchase of “ambulance” carriages
Procedural events were held in the offices of the customer, supplier and at the place of residence of its managers. Criminal proceedings are being investigated for abuse of office and misappropriation of funds.
According to the investigation, during 2021, contracts totalling UAH 1.3 billion were concluded between the state-owned enterprise and the winner of public procurement, including under the simplified procedure. According to them, the contractor had to deliver 815 “ambulance” vehicles within a clearly defined time frame - December 15 and 28, 2021. Under the main contracts, the customer immediately paid 100% prepayment to the contractor's accounts. In addition, the contracts clearly stated liability in case of violation of delivery deadlines. We are talking about the imposition of fines and penalties.
Having repeatedly concluded relevant additional agreements, the customer officially extended the deliveries. Thus, the supplier managed to avoid any sanctions, and the customer did not apply them.
It is known that as of January 2023, deliveries were made in full under only four agreements - 97 cars worth UAH 211.7 million, for seven - extended until April 2023, seven more contracts were terminated.
Yesterday, March 16, in order to obtain materials and things that may be relevant to the investigation, operatives of the Department of Strategic Investigations of the National Police, investigators of the Investigative Department of the Kiev Police under the procedural guidance of the Office of the Prosecutor General conducted authorized searches at the place of residence of the head and owner the company-supplier and in the office premises, including the customer.
Criminal proceedings are investigated under Part 5 of Art. 191 (appropriation, embezzlement of property or possession of it by abuse of official position) and Part 2 of Art. 364 (abuse of power or official position) of the Criminal Code of Ukraine. Documentation activities are carried out with the assistance of the National Agency for the detection, search and management of assets derived from corruption and other crimes.
