The Law of Ukraine has entered into force, which provides for fines for violation of driver training and allows self-training
Thus, on July 29, the Law “On Amendments to the Code of Ukraine on Administrative Offenses on the Introduction of Administrative Responsibility in the Field of Training and Admission of Drivers to Drive Vehicles” came into force.
The document refers to the possibility of independently preparing for passing a theoretical exam in the service center of the Ministry of Internal Affairs, as well as the introduction of administrative responsibility in the field of training and admission of drivers to drive vehicles.
What responsibilities are now provided for instructors, examiners and regulatory bodies?
Violation by officials of educational institutions entails the imposition of a fine of five hundred to eight hundred non-taxable minimum incomes of citizens. That is, from 8500 UAH to 13600 UAH.
What are violations on the part of educational institutions?
- implementation of training, retraining of drivers of vehicles by a person who does not have a valid document of a specialist in the training of vehicle drivers;
- admission of persons who have not passed the theoretical exam to practical training of drivers;
- conducting practical training of drivers using vehicles equipped in violation of the requirements of the Rules of the Road, or by a person who is deprived of the right to drive vehicles.
What are violations by the service centers of the Ministry of Internal Affairs?
Violation by officials of service centers of the Ministry of Internal Affairs of Ukraine of the procedure for conducting state accreditation of driving schools and violation of the established procedure for certification of their specialists — entail the imposition of a fine of five hundred to one thousand of the minimum non-taxable incomes of citizens. That is, from 8500 UAH to 17000 UAH.
Violation by employees of territorial service centers of the Ministry of Internal Affairs of the established procedure for passing exams for obtaining the right to drive vehicles or issue a driver's license entails the imposition of a fine from one thousand to two thousand non-taxable minimum incomes of citizens. That is, now it amounts from 17000 UAH to 34000 UAH.
If these violations are committed by a person repeatedly during the year, then for the same actions there will already be a fine of from two thousand to three thousand non-taxable minimum incomes of citizens — from 34,000 UAH to 51000 — as well as deprivation of the right to hold certain positions or engage in certain activities for a period of one year.
What can you prepare yourself for?
From October 29, the candidate will be able to choose how to learn the rules of the road, the basics of vehicle structure and the basics of providing first aid — independently or in a driving school. We are talking about the theoretical module of driver training, after which the first exam is taken — a theoretical exam in the service center of the Ministry of Internal Affairs.
Now 64 hours of lectures are provided for this module in driving schools. And without a certificate of completion of the theoretical training course in a driving school, candidates for a driver do not yet have the right to pass a theoretical exam in the service centers of the Ministry of Internal Affairs.
In the fall, training in a driving school will become optional for the first - theoretical module. And for the second — practical training course, you will need to contact accredited educational institutions.
That is, for driving lessons, you will need a driving school instructor, a specially converted training car and a specified number of hours for each of the categories that must be spent behind the wheel. And only after passing practical training in a driving school will it be possible to pass an internal exam, and then an exam in the service center of the Ministry of Internal Affairs.
What remains unchanged in the exams for the right to drive vehicles?
The only legal way to obtain a driver's license for the first time or to open new categories in an existing license is to contact any service center of the Ministry of Internal Affairs where there is an examination and successfully pass the exams.
In Ukraine, there is a clear distinction between theoretical and practical driver training courses. Until the candidate in the driver has successfully passed the theoretical exam in the service center of the Ministry of Internal Affairs, it is impossible to begin practical training. That is, as long as there is no confirmation that a person has learned the rules of the road, then he cannot get behind the wheel, even with an instructor at an educational institution. This is a matter of safety on the roads.
