A number of bills initiated by the Ministry of Internal Affairs were approved at the meeting of the Cabinet of Ministers
At the meeting of the Government, the draft Law of Ukraine “On Amendments to the Law of Ukraine “On the Participation of Citizens in the Protection of Public Order and the State Border” was agreed.
The purpose of this bill is to improve the interaction of the National Police and the State Border Guard Service with public formations for the protection of public order and the state border, as well as to define a transparent mechanism for stopping the activities of such formations.
The bill proposes:
- improvement of organizational issues of activities of public organizations for the protection of public order and the state border;
- giving authority to the territorial bodies of the National Police and the bodies of the State Border Guard Service to apply to the court for the termination of activities (forced dissolution (liquidation)) of the public formation in case of violation of the requirements of the legislation;
- the implementation of activities by members of public organizations within the territories, which is defined by the charter of such organizations;
- separation of powers to organize, direct and control the activities of formations between the bodies of the National Police and the relevant units and bodies of the State Border Guard Service;
- bringing the terminology of the act into line with the requirements of the legislation, etc.
In addition, the Cabinet of Ministers approved the draft Law of Ukraine “On Denunciation of the Agreement between the Government of Ukraine and the Government of the Russian Federation on cooperation in the field of prevention of industrial accidents, disasters, natural disasters and the elimination of their consequences” and the corresponding order of the Government.
Documents are offered:
- to adopt the order of the Government to submit to the Verkhovna Rada a draft Law for the purpose of denouncing the Agreement with the aggressor state;
- approve the draft Law of Ukraine “On Denunciation of the Agreement between the Government of Ukraine and the Government of the Russian Federation on Cooperation in the Field of Prevention of Industrial Accidents, Disasters, Natural Disasters and Elimination of Their Consequences”, ratified by the Law of Ukraine No. 802-XIV of July 1, 1999.
The adoption of these acts will enable the Ukrainian Party to carry out the internal procedures necessary for termination of the Agreement for Ukraine.
Also during the meeting, the draft order of the Cabinet of Ministers of Ukraine “On the signing of the letter of the Government of Ukraine to the Government of the French Republic on the extension of the period of acceptance for performance of contracts signed in accordance with the Framework Agreement between the Government of Ukraine and the Government of the French Republic on official support for strengthening maritime security and Protection of Ukraine.”
On November 19, 2019, a Framework Agreement was signed between the Government of Ukraine and the Government of the French Republic on official support for strengthening maritime security and protection of Ukraine. It provides financial support by the French Government for the implementation of a state investment project for the purchase of 20 boats for maritime security and maritime border protection.
The terms of the contract provide for the localization of the production of boats on the territory of Ukraine (approximately 30% of the total contract value). Taking into account the objective circumstances related to the armed aggression of Russia, on March 22, 2023, amendments to the Contract were signed, changing the ratio of those built on the territory of France and on the territory of Ukraine (the plant in the city. Nikolaev) boats. According to the changes, all work should be carried out only in France with the involvement of Ukrainian specialists.
In order to create conditions for the further implementation of the state investment project and the fulfillment of the terms of the contract, an order of the Cabinet of Ministers of Ukraine approved the draft letter of the Government of Ukraine to the Government of the French Republic on the extension until December 31, 2024 of the period of acceptance for performance of contracts.
In addition, the draft order of the Cabinet of Ministers of Ukraine “On the signing of the letter of the Government of Ukraine to the Government of the French Republic on the extension of the period of acceptance for the financing of contracts signed in accordance with the Agreement between the Government of Ukraine and the Government of the French Republic on official support in the establishment of a unified aviation security system and Free protection in Ukraine.” The document approves the draft letter of the Government of Ukraine to the Government of the French Republic on the extension until 31 December 2024 of the deadline for acceptance of contracts for financing.
