In Khmelnytskyi Oblast, the organizers of the criminal “scheme” that caused damage to the state of 1.2 million hryvnias Four people, including officials of a state-owned enterprise and a contracting firm, will be responsible for appropriating funds allocated for the construction of two
outpatient clinics.
Recall that last year the criminal “scheme” of appropriation of funds was exposed by the operatives of the Directorate of Strategic Investigations in the Khmelnytsky region and the investigators of the Investigative Department of the Regional Police under the procedural guidance of the Prosecutor's Office.
As law enforcement officials established, officials of one of the state enterprises of the region were involved in the organization of the criminal “scheme”. It was this company that was the customer for the construction of two family medicine outpatient clinics in rural areas. For the purpose of personal “earnings”, information was entered into official documents, overstating the cost of works and materials. The surplus funds received were distributed among all participants of the “scheme”.
During the searches, law enforcement officers seized documents confirming the criminal activities of the defendants. As a result of such actions, losses in the amount of more than UAH 1.2 million were caused, which is confirmed by expert opinions.
In November, investigators announced suspicions under Part 5 of Art. 191 (appropriation, embezzlement of property or possession of it by abuse of official position) of the Criminal Code of Ukraine to the chief engineer of the state-owned enterprise, the owner, the director and another employee of the contracting firm.
At the moment, investigators of the criminal investigation department of the GUNP in Khmelnytsky region have already completed the pre-trial investigation within the framework of criminal proceedings. The indictment is sent to court. Those involved may face imprisonment for a period of 7 to 12 years with confiscation of property.
