In Kirovohrad region, law enforcement officers reported suspicion of OZG participants in seizing state funds in the amount of more than 1 million hryvnias
Illegal activities of persons were exposed and stopped by the investigative department of the police of the region together with the employees of the strategic investigations department, under the procedural guidance of the prosecutor's office.
The investigation established that during September-December 2019, six people from among the management of the business entity specializing in road construction work and its employees entered into a criminal conspiracy and seized state funds worth more than 1 million hryvnias.
OZG participants created the visibility of the execution of the contract for the current average repair of a public highway of local importance. The work was not carried out in accordance with the design and estimate documentation, instead inaccurate information about the materials actually used during construction was included in the acts of the works performed.
In particular, the examination established a discrepancy between the actual thickness of the upper layer of the road surface of the road to the design estimate and reporting documentation. At the same time, it was established that the contractor did not produce and did not transport the asphalt concrete mixture to the repair facility in the volumes specified in the reporting documentation (acts of work performed).
As a result of the pre-trial investigation of criminal proceedings on the fact of seizing funds from the state budget in a particularly large amount, in January this year, law enforcement officers reported the suspicion of 6 members of the organized crime group.
Police officers take measures to ensure compensation for losses caused by criminal actions of persons. Investigation in criminal proceedings continues under Part 5 of Art. 191 (appropriation, embezzlement of
property or possession of it by abuse of official position) of the Criminal Code of Ukraine.
The sex sanction provides for punishment — imprisonment for a term of seven to twelve years with deprivation of the right to hold certain positions or engage in certain activities for up to three years and with confiscation of property.
