The Ministry of Internal Affairs presented the draft of the national concept “Safe community”
The concept was developed jointly with the Ministry of Communities and Territories Development. It was presented at a coordinating online meeting with representatives of local governments, who had the opportunity to share the experience of successful implementation of security improvement programs at the local level.
Today, October 6, the Ukrainian Crisis Media Center hosted a coordination meeting “Safe Community — Safe Country”, at which the Head of Regional Policy Department of the Ministry of Internal Affairs of Ukraine Vitaliy Zagainy presented the draft national concept “Safe Community”:
“We see community safety problems that need to be addressed. First of all, this is the outdated distribution of powers in the field of security between the state and communities, as well as the use of few effective mechanisms for interaction of entities ensuring the security of communities and the lack of standards and methods for assessing the level of security of communities, which in no way contributes to increasing the level of security of residents of communities. Therefore, the purpose of the concept is to form the prerequisites for the creation of a new level of security of territorial communities”.
According to him, four levels of security of communities will be defined. The criteria for assessing security will becomplexity, effectiveness, balance, expediency, which in turn are characterized by the presence and readiness of security management structures, the timeliness of the provision of security services, etc.
“From the implementation of the concept, we expect to increase the level of security of residents and the quality of provision of non-emergency services, improve coordination, effective use of forces and means and resources in ensuring security. We also expect to increase the perception on the part of local authorities and residents of the state policy in the field of security, as well as to improve their awareness of the issues of personal safety of residents and the introduction of state safety standards and determination of their security levels,” added Vitaly Zagainy.
At the end of the presentation, representatives of local governments shared the experience of successful implementation of security improvement programs at the local level.
