The Ministry of Internal Affairs is working on the introduction of a transparent personnel selection system - Igor Klymenko on US recommendations on reforms in Ukraine

The Minister of Internal Affairs of Ukraine Igor Klymenko during a meeting with the ambassadors of the “Group of Seven” countries outlined the steps in working on the list of priority reforms proposed by the United States of America.

Some of the proposed reforms relate to the area of responsibility of the Ministry of Internal Affairs and are related to the introduction of functional and organizational changes in the work of the National Police and the State Border Service.

“We are preparing for the introduction of competitive selection for leadership positions in the National Police and the formation of a high-quality personnel core after the end of the martial law. According to the Law, appointment to senior positions in the police is carried out by certification. This allows you to fully evaluate the person applying for a managerial position in a short time. We also submit requests to 11 law enforcement and other state authorities, including NABU and NACP, and only after their written answers the appointment is made,” Ihor Klymenko stressed.

In addition, the Ministry of Internal Affairs is working on strengthening the units of internal investigations and the general inspection of the NPU.
“The introduction of new units of the General Inspection will require substantial personnel replenishment and conducting appropriate competitive procedures for its appointment,” the head of the Ministry of Internal Affairs of Ukraine noted.

In turn, the Extraordinary and Plenipotentiary Ambassador of the United States to Ukraine Bridget Brink assured Igor Klymenko of the support of the United States.

“We will provide you with assistance in the field of law enforcement and the fight against corruption. We have enough resources to help you,” said Bridget Brink.

The introduction of modern and practical training modules in all aspects of training police officers is already being implemented in vocational education institutions with specific training conditions. In addition, the processes of optimization of higher educational institutions of the Ministry of Internal Affairs have been started. In this regard, the number of applicants has been reduced by 30%, focusing on the development of special and primary training.

And on the basis of the Situation Center of the Ministry of Internal Affairs, the National Coordination Center for Integrated Border Management and Risk Analysis is created.

“The main objective of the Center is the comprehensive involvement of actors of integrated border management, accumulation of information space for effective monitoring, risk analysis, decision-making and ensuring control of their implementation. In the future, it is envisaged to join the European network of coordination centers,” the head of the department stressed.

Finally, the Minister of Internal Affairs of Ukraine stressed that the benchmark of cooperation of Ukraine with international partners remains the development and development of the system of the Ministry of Internal Affairs as an institutional body of the European model, the fulfillment of all criteria and conditions for Ukraine's membership in the European Union and NATO.
