Mykola Rudyk reminded how to exchange a driver's license in Ukraine and abroad
A driver's license is one of the important documents that gives the right to drive vehicles around the world. In Ukraine, during the martial law, there were some changes in the process of exchanging and obtaining a driver's license for the first time. The head of the Main Service Center of the Ministry of Internal Affairs Mykola Rudyk reminded about this on the air of the nationwide marathon “United News”.
Exchange of driver's license in Ukraine can be carried out online and offline
“Protermist driver's licenses are considered valid throughout Ukraine. This is regulated by the Resolution of the Cabinet of Ministers No. 184, which was adopted back in March last year, and provides for the extension of the validity of driver's licenses for the entire duration of the martial law and one year after its cancellation. Also, the exchange now does not require a medical certificate of suitability for driving vehicles,” Mykola Rudyk explained.
Despite the validity of expired licenses, Ukrainians take responsibility for the status of their documents and exchange driver's licenses. In 2022, in particular, the exchange service was used more than 546 thousand times, and the service of restoring a driver's license after loss or theft - more than 67.5 thousand people.
“On the territory of Ukraine, the exchange and renewal of a driver's license offline is provided by 146 service centers of the Ministry of Internal Affairs in 23 regions of Ukraine. And you can also order the service online through the Driver's Electronic Cabinet. The cost in the service center of the Ministry of Internal Affairs is approximately 300 UAH. The cost in the Driver's Electronic Cabinet is 254 UAH per form and 294 for logistics operations. At the same time, you can order the service of exchange or renewal of a driver's license in the Driver's Electronic Cabinet both with receipt in the service center, and with delivery by Ukrposhta even by courier home,” the head of the Main Service Center of the Ministry of Internal Affairs noted.
In the three months since the service was provided in 2022, the service centers of the Ministry of Internal Affairs successfully processed 10,382 applications, of which more than 4 thousand were delivered by Ukrposhta.
Exchange of driver's license abroad
Also, the service of exchanging a Ukrainian driver's license for a Ukrainian one is provided on the territory of Poland thanks to the cooperation of the service centers of the Ministry of Internal Affairs and State Enterprise “Dokument”.
Outside Ukraine, you can exchange a national driver's license for the same Ukrainian one in 4 centers of the State Enterprise “Dokument” in Poland:
Warsaw;
Gdansk; Krakow; Wroclaw.
“We see that despite the fact that we provide an online driver's license exchange service through the Electronic Driver Cabinet, there are still many who want to exchange their licenses offline. In 2022, almost 3 thousand Ukrainians in Poland exchanged driver's licenses. And since the beginning of 2023, that is, in fact, in 1 month — 1,540 successful exchanges together with SE “Dokument”, — said Mykola Rudyk.
Another option is to replace a driver's license: a Ukrainian one with a national license of the country where a person has a temporary shelter or a permanent residence permit.
“Here, the cooperation of Ukraine and several other countries ended with the signing of bilateral agreements, according to which the exchange of certificates takes place without passing exams. The main service center of the Ministry of Internal Affairs is also working on expanding this list of countries so that our citizens exchange certificates according to a simplified procedure, that is, without passing exams. The agreement with Lithuania is currently being worked out,” Mykola Rudyk said.
And already now, everyone who has a Ukrainian driver's license can exchange it in the following countries without passing exams:
Spain,
Italy, United Arab Emirates
and Turkey.
Under such an exchange procedure, a person applies with documents to the authorized body for issuing driver's licenses, waits for consideration of the request to Ukraine through an embassy or consulate and receives, for example, an Italian driver's license.
