Nikolai Rudyk: how to become a driver and get a driver's license for the first time
Since the beginning of 2023, more than 74 thousand citizens have received their first driver's license. Mykola Rudyk, Head of the Main Service Center of the Ministry of Internal Affairs on the air of the national television marathon “United News” recalled how the approach to training and the algorithm for passing exams have changed.
Since July 24, 2022, new rules for obtaining a driver's license have been introduced in Ukraine. The theoretical and practical parts of driver training were delimited. This is provided for by the Resolution of the Cabinet of Ministers of Ukraine.
Those who want to become a driver and get a driver's license should first take a theoretical training course at a driving school and successfully pass testing at the service center of the Ministry of Internal Affairs.
Next, the candidate in driving applies to the driving school for a practical course. After graduating from a driving school, he must pass an internal practical exam and apply to the service center of the Ministry of Internal Affairs, where he passes an exam on practical skills in driving a vehicle. As a result of successful passing the exam, a person receives his first driver's license.
“The driver candidate receives the first driver's license for two years. And if he has no more than two offenses in the field of traffic, then after the expiration of the validity of the driver's license, he exchanges it for a permanent one, for a period of 30 years,” said the head of the Main Service Center of the Ministry of Internal Affairs Mykola Rudyk.
When a person has three or more offenses, the exchange of a driver's license for a permanent one occurs only after passing theoretical and practical exams at the service center of the Ministry of Internal Affairs.
If within two years there were violations under Art. 130 of the Code of Ukraine on administrative offenses, you will have to not only pass exams in the service center of the Ministry of Internal Affairs, but also undergo re-training in a driving school. Such a driver's license is issued again for 2 years.
“If the driver complies with the rules of the road during these two years, he exchanges a driver's license according to a simplified procedure. This service is also available online in the driver's e-account. Citizens can choose a convenient way to receive the document either in the service center of the Ministry of Internal Affairs, or with delivery to the branch of Ukrposhta,” said the head of the Main Service Center of the Ministry of Internal Affairs.
On the air of the tele-marathon, Nikolai Rudyk drew attention to the fact that there are a lot of fraudulent sites on the network, which are similar to the official website of the Main Service Center of the Ministry of Internal Affairs. The attackers offer illegally and in a short time to get a driver's license for the first time without studying at a driving school and passing exams at the service center of the Ministry of Internal Affairs. Thus, scammers earn crazy money by offering a fake, not a real document. If a person agrees to illegally obtain a driver's license, he becomes a criminal and subsequently deals with law enforcement officers.
“There are cases when people contact the service centers of the Ministry of Internal Affairs to exchange driver's licenses purchased on the Internet. Checking the registrations, it turns out that the document was issued to another driver. We immediately transfer all these cases to the National Police of Ukraine, as a result, the person already has problems with law enforcement agencies.”
