Migration Service: Step-by-step algorithm of actions in case of loss of passport during war
Today, the document confirming citizenship and determining the belonging of a person to the state is a passport. In Ukraine, such documents are the internal passport of a citizen of Ukraine — ID-card or booklet of 1994, as well as a foreign passport. In the conditions of war, citizens of Ukraine often lose these documents. Therefore, the State Migration Service of Ukraine has prepared a step-by-step instruction on the actions of a person who has lost identity documents confirming the citizenship of Ukraine.
Where to go to recover a lost passport?
If these important documents or one of them was lost, a person should immediately apply to the police with a statement about the loss of the document and obtain extracts from the police from the Unified Register of Pretrial Investigations. In the future, to issue a new document, a person must personally come to one of three institutions:
- to the Department of the State Tax Service of Ukraine;
- to the Center for the Provision of Administrative Services (CNAP); - to the citizen service center “Passport Service”.
Important: you can issue a new passport document at the place of application of the person, but in those settlements that are located in the territories controlled by Ukraine, where the security situation is controlled.
Basic documents that must be submitted to receive the service
To obtain a passport of a citizen of Ukraine in the form of an ID-card instead of a lost or stolen person (hereinafter also — the applicant) submits the following documents:
- application for loss of passport;
- extract from the Unified Register of Pretrial Investigations (in case of theft of a passport); - a document confirming the payment of the administrative fee, or the original document on exemption from its payment;
- certificate of the registration authority of the established sample about the place of residence (for availability).
In addition, additional documents may be required to restore the passport (also if available):
- certificate of assignment of the registration number of the taxpayer's registration card or notification of refusal to accept it (for persons who, due to their religious beliefs, refused to accept this number); - if there are minor children - their birth certificates; - certificate of marriage or divorce (if available);
- certificate of registration of an internally displaced person - for internally displaced persons;
- for a person who cannot move independently due to a long-term health disorder -
one photo card with a size of 10 x 15 centimeters for making a digitized image of the face of a person by scanning using the means of the Registry; - for homeless persons — certificate of registration of homeless persons;
- for persons who were not identified as a result of the identification procedure — court decision on identification of the person.
To obtain a passport of a citizen of Ukraine to travel abroad instead of a lost or kidnapped person (hereinafter also — the applicant) submits the following documents:
- passport of a citizen of Ukraine (for a person who has reached the age of 14 and lives in Ukraine);
- a birth certificate or a document confirming the fact of birth issued by the competent authorities of a foreign state - in the case of issuing a passport for travel abroad to a person who has not reached the age of 14. If the parents or one of the parents of such a person at the time of his birth were foreigners or stateless persons, a certificate of registration of the person as a citizen of Ukraine is also submitted (in the case of issuing a passport for traveling abroad for the first time);
- a document certifying the identity of the legal representative and a document confirming the authority of the person as a legal entity representative — in case of submission of documents by a legal representative, except in cases where the legal representative is one of the parents; - documents confirming payment of the administrative fee, or
original document on exemption from payment;
- one color photo of 10-15 centimeters to make a digitized image of a person's face by scanning - in the case of issuing a passport for travel abroad to a person under 12 years of age or to a person who cannot move independently due to a long-term health disorder and who needs urgent treatment abroad, as confirmed by a medical opinion of the relevant health institution, or to a person for whom there is a conclusion on the need to refer a person from components of the defense or security forces injured in connection with the military aggression of the Russian Federation against Ukraine;
- application for registration of a passport for travel abroad in connection with its loss or abduction in an arbitrary form; - extract from the Unified Register of Pretrial Investigations (in case of theft of a passport sports for traveling abroad on the territory of Ukraine);
- a document certifying the identity and confirming the citizenship of Ukraine (in the absence - a copy of it), or information about previously issued identity documents in the name of the person and
confirm the citizenship of Ukraine - persons who permanently reside abroad, who have lost their passport for traveling abroad during their stay in Ukraine.
Term and cost of the service
ID card
In the normal mode, the renewal of the internal passport of a citizen of Ukraine lasts from the day of registration of the new document and is up to 20 working days, while its cost is 372 UAH., up to 10 working days - 498 UAH.
Passport
The cost of a passport of a citizen of Ukraine for traveling abroad is: within 20 working days — 733 UAH, in case of urgent registration (within 7 or 3 working days) — 1085 UAH.
Also, when exchanging a lost or damaged passport, a state fee of 34 UAH (two non-taxable minimum incomes of citizens) is additionally paid.
In the case of the identification procedure during registration - the period of registration of a passport can last up to two months.
Important: unfortunately, the military aggression of the Russian Federation has made adjustments to the process of issuing biometric documents for citizens of Ukraine. In the conditions of martial law, we have certain problems with compliance with the deadlines established by law for paperwork. Therefore, we currently do not recommend paying an increased amount of administrative fee for urgent processing of such documents.
How to get an identity card while a passport of a citizen of Ukraine is issued?
In Ukraine, you can use the following documents for an identity card:
- passport (in case of loss of ID card or passport book);
- driver's license; - digital documents in the mobile application “Dia”, because they have the same legal force as their paper or plastic counterpart;
- “eDocument” is a temporary document for identity card during the martial law period, it is created automatically on the basis of data from BankID or data from a biometric document.
What to do if the document is lost abroad?
The procedure for contacting the authorized bodies due to the theft of a passport is the same in most countries. As in Ukraine, foreigners should immediately contact the nearest police station to make an application for the loss of a passport document.
According to the results of receiving such an application, you must be issued a copy of the protocol or a certificate of temporary absence of a passport. With this certificate, you must contact the nearest diplomatic or consular institution of Ukraine to obtain a new passport (relevant for citizens of Ukraine permanently residing or temporarily staying in the territory of the relevant country) or to obtain an identity card for return to Ukraine. After returning home, you need to contact the Migration Service to report the loss of the document and issue a new one.
What are the rules for paperwork for citizens from the occupied territories? How do such persons go through the identification procedure?
The rules for issuing biometric documents (passport for traveling abroad and ID-passport) are uniform for all citizens of Ukraine and approved by the Decisions of the Cabinet of Ministers of Ukraine dated March 25, 2015 No. 302 (ID-passport) and May 7, 2014 No. 152 (passport for traveling abroad).
An important stage in the registration of any document is the identification of the person, without which no person can be documented. The decision on the registration of the document or on the refusal to execute it is made on the basis of the identification and verification of the person's belonging to the citizenship of Ukraine.
The main way of identification is to obtain personal data from the Unified State Demographic Register, where information about all persons who were issued biometric passports is entered.
Important: in case of loss/theft of a passport issued by the territorial unit of the State Tax Service, which has ceased its activities or temporarily does not exercise its powers, the applicant additionally submits all available documents, including documents containing photographs of the person that allow him to be identified.
