This was emphasized by the High Representative of the European Union for Foreign Affairs and Security Policy during his visit to Ukraine. As part of the working trip, Joseph Borrel also visited the Odessa State University of Internal Affairs, where representatives of law enforcement agencies of the de-occupied territories of Ukraine were present.

In particular, the parties discussed the challenges facing law enforcement officers and the existing needs to ensure the performance of their assigned functions, in view of the destruction caused by Russian troops.

“What you're doing is really impressive. Your work is extremely important, you are fighting the enemy not only at the front, you are also fighting for the reform of Ukraine's civil security sector. In the short term, this reform is very important for restoring and increasing public confidence in the law enforcement system. Also, the establishment and restoration of the rule of law will contribute to increasing the stability of Ukrainian society and will contribute to the future membership of Ukraine in the European Union,” said Mr. Joseph Borrel to those present.

Also, the High Representative of the European Union for Foreign Affairs and Security Policy thanked the Advisory Mission of the European Union for assisting the law enforcement agencies of Ukraine in documenting, investigating and prosecuting war crimes.

“I know that these processes take place in full compliance with international human rights standards, that is, the prosecution of war crimes is carried out in accordance with the principles of the rule of law. And it is very important that it is you who provide the local population in the liberated territories with a guarantee that respect for the rule of law will be respected,” said Joseph Borrell.

He also stressed the importance of the fact that representatives from different countries of the European Union work in Ukraine and conduct trainings, and expressed hope that there will be an opportunity to prepare trainers who will further transfer the knowledge and skills of European experts to other Ukrainian employees.

At the end of the meeting, Josep Borrel thanked the Rector of the Odessa State University of Internal Affairs Dmitry Shvets for his hospitality and presentation of the university:

“The high level of training of professionals of the Ukrainian security forces, in particular here at the university, is impressive. We will continue to support Ukraine and help you overcome the challenges that face you.”
