Frauds with budget funds: in a number of regions, officials and their accomplices have been suspected
In order to seize budget funds, those involved overestimated the cost of materials and works. In a number of areas, law enforcement officers conducted more than 35 searches and reported suspicions to those involved.
Vinnytsia Oblast
Suspicion was received by two private entrepreneurs, subcontractors who took over 1.8 million UAH of the local budget. During the installation of outdoor lighting poles on one of the streets of Vinnitsa, the participants artificially inflated the cost of the supports and components.
Dnipropetrovsk Oblast
Among the suspects are the deputy mayor of Dnipro - the head of the department and the contractor. In accordance with the concluded contract, the contractor carried out a major overhaul of the roof of one of the schools. In the estimate, the contractor indicated the cost of building materials, which are 2 times higher than the market ones, and the official signed it. Thus, the unfounded private enterprise received almost UAH 1 million from the city budget into its accounts.
In addition, as part of the criminal proceedings, 18 searches were carried out. Persons involved in this “scheme”, having connections with city council officials, involved controlled enterprises in the work.
Lviv Oblast
The facts of illegal activities of Lviv racetrack officials were exposed, which they illegally seized, first removing it from state ownership, and later registered as private property.
Chernivtsi Oblast
A group of persons squandered funds from the budget, which were allocated for the fortification of the Cheremosh River in the village. Baniliv Vyzhnytskyi district. Like their colleagues from other regions, they overestimated the volume of work, and therefore their cost.
In order to hide their activities, officials of the Department of the Chernivtsi Regional State Administration, at the request of the court to provide the relevant documents to law enforcement officers, stated that these documents were stolen during the audit.
Despite this, the police collected evidence confirming the appropriation of budget funds and the involvement of the above officials, including an engineer from the technical supervision of one of the departments of the Regional State Administration and a contractor in dealing with budget funds. All have the status of suspects in the case.
In general, within the above-mentioned criminal proceedings, operatives of the Department of Strategic Investigations, investigators of regional police units and employees of prosecutor's offices in Vinnytsia, Dnipropetrovsk, Lviv, Chernivtsi and Kharkiv regions conducted more than 35 sanctioned searches of the defendants and persons involved in the “schemes”.
According to their results, six people — officials of local self-government bodies and private structures — received suspicions. The actions of the suspects, depending on the role, are qualified:
- part 2 of article 28, part 4 of article 191, part 4 of article 191, part 5 of article 27, part 5 of article 191, part 5 of article. 191 (Possession, squandering of property or possession of it by abuse of official position);
- Part 1 and 2 of Art. 366 (Service counterfeiting);
- part 2 tbsp. 367 (Civil negligence) of the Criminal Code of Ukraine.
