This was announced today by the Chairman of the State Emergency Service of Ukraine during the selection meeting, which was held under the chairmanship of Prime Minister of Ukraine Denis Shmyhal with the heads of the Regional State Administration and the OVA. Participants discussed the situation with shelters in educational institutions on the eve of the start of the new academic year in Ukraine.

“As of today, only 11% of educational institutions have their own civil defense facilities. Therefore, the main part of the participants in the educational process is planned to be protected in the simplest shelters. Given the realities, only 23% of educational institutions in the country are ready to start offline training today,” - - noted Serhiy Kruk.

He also stressed that by the legislation of Ukraine the responsibility for organizing shelters for the population rests with local state administrations and local self-government bodies.

For its part, the Rescue Service has developed and posted on its official website “Recommendations on the organization of shelter in educational institutions”, “Algorithm of actions of local authorities and heads of educational institutions to provide shelter” and a practical guide on these issues.

The Head of the Service also stressed the need to increase the pace of training of educational institutions and speed up commission surveys of buildings and structures.

“The decision of the Ministry of Education and local authorities on which educational institutions and in which territories they plan to work in the usual mode, and which ones - remotely, will contribute to this,” Serhiy Kruk stressed. In particular, this applies to Zaporizhia, Nikolaev, Kharkiv, Kherson, Donetsk, Luhansk, partly Sumy and Chernihiv regions.
