Leonid Tymchenko: Unified register of weapons is the way to complete transition from paper to electronic documentation on the circulation of weapons
In Ukraine, the Unified Register of Weapons has been launched, which will help automate the accounting of weapons and make the process of obtaining permits convenient and accessible to citizens.
The main advantages of the implementation of the Unified Register of Weapons is that citizens will be able to easily obtain information about their registered weapons. In addition, thanks to the digitalization of services in the field of arms circulation, the procedure for obtaining permits will be simplified.
As of 10-00 24.06.2023, 9674 users were logged in the Single Window for Citizens, those who filled out the profile - 4467. 50 calls were received to the contact center, via the telegram bot 111. Users who used the chatbot — 4406.
Note that the Unified Register of Weapons provides for the creation of electronic offices, that is, Ukrainians will be able to get the service without leaving home and without the need to visit the police. This can be done by filing documents through the Single Window of the Citizen or in a gun store.
“The register of weapons has been introduced, and today every citizen who is a gun owner or intends to become one has the opportunity, after authorization in his office at the link services.mvs.gov.ua, to check the current information on registered weapons and permits for them,” said Deputy Minister of Internal Affairs of Ukraine Leonid Tynyd Mchenko said on the air of the TV channel “Social”.
Also, the Deputy Minister of Internal Affairs of Ukraine told what changes await citizens: “First, we are moving away from paper permits, from actually stacks of papers that need to be collected today. In addition, those certificates that are required in the package of documents for, for example, obtaining a permit to own weapons, which are issued by units of the Ministry of Internal Affairs, will be issued automatically, in particular, a certificate of non-criminal record. Or this will be done by arms control units. That is, this obligation to collect such certificates and documents is removed from the citizen.”
Regarding the situation with illegal, untreated weapons, Leonid Timchenko explained: “We understand that today we have a war in our country. However, we must not forget that there is criminal liability for the storage of untreated weapons. And if we talk about the Unified Register of Weapons, in this case we are not talking about illegal weapons. We are talking about civilian weapons, about their circulation.”
He added that society has many questions about weapons that have been issued since February 24, 2022 to citizens of Ukraine: “Such weapons are registered by units of the National Police and there are no problems with this. It is either handed over to police units, or it is registered with these units. We know who has such a weapon in their hands.”
In particular, if we talk about such a type of weapon as a trophy, it should be noted that the Unified Register of Weapons itself does not cover the issue of registration of such weapons. This issue is dealt with today by legislators, who are considering the bill. Legislative settlement of the circulation of civilian firearms, as well as registration of so-called “trophy” weapons, will take place in the near future.
“We recall the situation after the expulsion of Russian troops from the Kiev region. Units of the National Police conducted a very high-quality media campaign on this issue, and our citizens understood the information that such weapons must be either accounted for or surrendered. For the most part, it was registered or transferred to the units of the National Police,” Leonid Timchenko summed up.
