The Cabinet of Ministers supported the draft resolution on the issuance of a temporary certificate of a citizen of Ukraine in the territories where hostilities are taking place or temporarily occupied by the Russian Federation
Today, February 23, at a meeting of the Cabinet of Ministers of Ukraine, the document “On the implementation of an experimental project on issuing a temporary certificate of a citizen of Ukraine for citizens of Ukraine who are in the territories where hostilities are being conducted or temporarily occupied by the Russian Federation” was adopted. The experimental project is introduced for a period of two years.
This resolution is aimed at the return of citizens of Ukraine from the temporarily occupied territories through third countries.
Issuing an identity card for the return to Ukraine for citizens of Ukraine who are in the temporarily occupied territory is impossible given that it will be used by some countries, especially by the aggressor state, as recognition by Ukraine of the occupied territories as the territory of a foreign state.
Taking into account this, at the meeting of the Coordination Staff it was decided to develop a draft, which provides for the issuance of a temporary certificate of citizen of Ukraine to people who are in the territories in which hostilities are being conducted, or temporarily occupied by the Russian Federation.
Its adoption makes it possible for citizens of Ukraine to receive a document that will certify identity and confirm citizenship. With the help of which persons will have the opportunity to leave through the territory, in particular the Russian Federation, enter the territory of third countries and apply to foreign diplomatic institutions for registration of a passport of a citizen of Ukraine for travel abroad.
The possibility of using such a document in the territory of other states will be coordinated with the assistance of the Ministry of Foreign Affairs.
