Today, February 9, First Deputy Minister of Internal Affairs of Ukraine Yevhenii Yenin informed about the work of the special investigative commission of the Ministry of Internal Affairs, which investigates the tragedy with the employees of the National Guard in Dnipro and establishes the circumstances and causes of the extraordinary incident.

The First Deputy Head of the Ministry of Internal Affairs said that representatives of the special investigative commission conducted a questionnaire of the personnel of part No. 3021 of the National Guard of Ukraine.

“Even before the beginning of a thorough analysis of the questionnaires, which will now begin, I can say that the commission has revealed the facts of extrajudicial relations. The received materials will be directed to the SBI in the coming days,” he said.

Yevgeny Yenin stressed that the revealed facts of extrajudicial relations do not indicate the motives of the execution.

“The motives are still unknown to us, and they will be clarified by the State Bureau of Investigation within the framework of the pre-trial investigation. The task of the official investigation conducted by the Ministry of Internal Affairs is to clarify the moral and psychological climate in the team, check the processes of selection and training of personnel, compliance with the procedure for passing military service, etc. We are step by step establishing the circumstances related to the deviation from the rules and we must take measures to prevent the recurrence of such emergencies,” the First Deputy Minister said.

Also, the commission found a violation of order and organization of service, which led to the tragedy. The procedure for accessing the weapons storage room has been violated. The lack of proper control over the closure of the pond for weapons was recorded. It also raises questions about the quality of the briefing before entering the outfit, as well as the neglect of medical care of servicemen. In particular, it was found that a number of medicines in the first-aid kit were missing.

The First Deputy noted that at the end of this week, some of the members of the commission will return from Dnipro for a more thorough report. Yevgeny Yenin will continue to inform about the results of the official investigation into the circumstances and causes of the emergency incident with the participation of soldiers of the NGU in Dnipro.

“There is also good news - hospitalized soldiers are recovering. Some of them have already been discharged from intensive care,” said the First Deputy Minister of Internal Affairs.

It should be recalled that the Minister of Internal Affairs Denis Monastyrsky initiated the creation of a special commission of inquiry into the root causes of the tragedy in Dnipro.
