In 2014-2015, when the reform of the National Police of Ukraine started, recruiting 16,000 people to the patrol police was problematic. But later it was the patrol police that became the calling card of change. The Minister of Internal Affairs of Ukraine Igor Klymenko told about this in an exclusive interview with Natalia Moseychuk.

Then, according to the Minister, one of the most corrupt units of the police, the State Automobile Inspectorate, was liquidated.

“We left it outside the system. Then we took risks. For almost two years, the system shook, because we recruited people completely alien to the system. Then it was about recruiting new police officers and training them in new techniques. Today, patrol police carry out the evacuation of people together with other units. Patrol police escorted food trucks at the beginning of the large-scale invasion and were on duty in settlements to prevent looting. Moreover, the patrol police directly fights with assault rifles together with units of the KORD, with “Fury”, - the head of the Ministry of Internal Affairs noted.

Igor Klymenko reported that now there are 100,000 people in the National Police of Ukraine. As of today, the police have enough powers to maintain order in the state.

“Since the beginning of the war, our authority has increased by 80%. We need to help the relevant services that document war crimes, carry out stabilization measures and work with people. Although these are not the functions of the police, which are prescribed in the Law,” the Minister stressed.

Police reform continues. For example, each candidate for the position of head, deputy, head of the police department or regional units will undergo enhanced vetting.

“We are now developing a new framework for these inspections. It takes a little more time. We carry out appropriate work with our international partners. We have invited advisory assistance and are working on it,” Ihor Klymenko stressed.

According to the Minister, any reform must be completed by the state. So now the Ministry of Internal Affairs is working not only on changes in the police, but also reforms service centers. It provides for maximum digitization of services and reduction of bureaucracy. It also significantly minimizes the corruption component.
