This was emphasized by the Minister of Internal Affairs of Ukraine Igor Klymenko during the coordination meeting of heads of law enforcement agencies on the issues of ensuring legality and order in the state.

Addressing the Prosecutor General Andrey Kostin, the Head of the Ministry of Internal Affairs noted that since the beginning of a large-scale invasion, law enforcement agencies have to work with the additional burden associated with participating in repelling and deterring the armed aggression of the enemy.

Meanwhile, a comprehensive analysis of the state of the security environment in the country, which is carried out by the Situation Center of the Ministry of Internal Affairs, certifies that the security situation is controlled.

“Despite the concentration of a significant part of the police on the performance of tasks of ensuring and implementing measures of the legal regime of martial law, the security situation in the state is maintained at the proper level. This concerns both the general state of the criminogenic situation and the fight against crime in certain areas,” said Igor Klymenko.

In turn, Prosecutor General Andrey Kostin noted that the priorities defined last year do not lose their relevance. At the same time, the criminogenic situation in the state requires further concentration of forces in combating the most dangerous manifestations of crime, improving the means and ensuring the proper pace of this struggle.

“We have no right to lose any evidence of the atrocities of the aggressor state in Ukraine! Therefore, the first and constant priority for us remains the proper fixation and effective investigation of crimes against peace, the security of humanity and the international order of law,” Andriy Kostin stressed.

Also Igor Klymenko spoke about the work of police officers who have been documenting war crimes of the Russian Federation since the beginning of the war:

“One of the main tasks for us is also to participate in documenting war crimes. It is the police who are the first to record crimes committed by representatives of the aggressor state, even under shelling and rocket attacks. Thus, in the period from February 24, 2022, investigators of the National Police initiated almost 111 thousand criminal proceedings on the facts of crimes committed on the territory of Ukraine by Russian servicemen and their accomplices”.

In addition, the Minister of Internal Affairs informed those present about the work of the department in combating the illegal trafficking of weapons. According to Igor Klymenko, this problem became especially relevant during the war:

“In 2023, more than 5,000 firearms, 17.8 thousand grenades, 921 grenade launchers, almost 3 tons of explosives and 2 million ammunition and ammunition were seized from illegal circulation. Last year, 117 “swarms” with weapons and ammunition were discovered.

Also, the Minister of Internal Affairs informed about the work of the Ministry of Internal Affairs in the fight against cybercrimes, illegal migration, protection of the rights and interests of children, search and registration of persons missing under special circumstances and implementation of tasks for the seizure of property rights of the Russian Federation and its residents in Ukraine.

In conclusion, the Prosecutor General thanked his colleagues for their fruitful work, professional discussion and substantive discussion of problematic issues of protecting citizens, society and the state from criminal encroachments in the conditions of martial law.
