Igor Klymenko at the meeting of the Congress of local and regional authorities presented a number of projects that will improve the protection of citizens
Today in Chernivtsi there was a meeting of the Congress of local and regional authorities under the President of Ukraine, in which the Head of the Ministry of Internal Affairs Igor Klymenko took part. In his report, he stressed that the Ministry of Internal Affairs of Ukraine is already implementing a number of projects that will increase the level of security of citizens and become the foundation for the rapid recovery of the country in the post-war period.
“During the run-up to the Congress, three meetings of the Security Policy Commission were held. Most of all, the participants were concerned about the issue of civil protection. Because in the conditions of daily enemy shelling, the issue of security of the population is directly related to unhindered access to shelters,” he noted.
At the same time, Igor Klymenko assured that the specialists of the State Emergency Service and police officers conduct monitoring and constant checks. The Ministry of Internal Affairs in cooperation with the Ministry of Digital Affairs introduced an interactive map in Action. It contains information about all objects for shelter, with up-to-date photos of their condition.
The Minister of Internal Affairs of Ukraine once again stressed that the department is currently implementing the concept of “Security environment”.
“The new reality forces us to look for appropriate solutions and update approaches in the issues of organizing the security of public spaces. Here we are talking about both a complex of technical means, and about the presence of intelligent video surveillance systems in public places,” he noted.
In particular, according to the head of the Ministry of Internal Affairs, a draft law has been registered in the Verkhovna Rada, which clearly spells out the rules for the establishment, use and exchange of information from video cameras. Today, 40 thousand video cameras operate in the communities, which are available to the National Police of Ukraine.
He noted that currently the Ministry of Internal Affairs is strengthening the protection of secondary education institutions. Officers of the Educational Security Service already work in more than four hundred schools in the country and demonstrate successful results.
Also, the Ministry of Internal Affairs strengthens the security of public spaces and the educational environment, works on the modernization of the threat alert system, carefully monitors the state of shelters and the possibility of unhindered access to them, cleans the territories of explosive objects left by the enemy, expands the network of “Security Centers”. The Minister announced that the situation Currently 156 thousand square kilometers are considered potentially mined: “Over the past year, sapper units of the Ministry of Internal Affairs mined 18 thousand square kilometers of territory.
We plan to mine this year at least in view of the increase in the number of mechanized mining machines. The results of the work of the sappers of the Ministry of Internal Affairs system are put on the map, which is necessary for full control over the demining process and determining the real terms of cleaning the territory. To understand the scale, we use satellite images.”
Igor Klymenko noted that the State Emergency Service is determined by the holder of the register of territories contaminated or probably contaminated by GNP. Information will be entered into this system, on the basis of which compensation will be paid to the owners for the demining of territories in the future.
Within the framework of the concept of “Safe environment”, the projects “Community Police Officer” and “Voluntary Fire Protection” are vivid examples of effective partnership with community representatives. The Ministry of Internal Affairs continues to develop them.
“Voluntary fire protection is the next project that needs development,” the Minister of Internal Affairs of Ukraine noted, - the Ministry of Internal Affairs of Ukraine is taking steps to facilitate the process of their creation, training and equipping. For 2024, 63 territorial communities have been identified that are capable of forming volunteer units of fire protection.”
The head of the Ministry of Internal Affairs stressed that at the same time, the Ministry of Internal Affairs, together with other authorities and local governments, should also build a network of Security Centers. Now, due to Russia's military aggression, only 35 out of 46 centers are fully functioning in the state.
“New response systems have been introduced in the National Police and the State Emergency Service. The police, modeled on European countries, have four levels of response. And in the State Emergency Service, we started automating the response system. Reinforced units of police and rescuers in all areas where active actions are being carried out,” Ihor Klymenko stressed.
The Minister of the Interior called on those present to join forces to create a secure future. And he assured that the Ministry of Internal Affairs of Ukraine clearly knows what to do next.
