Igor Klymenko: The Ministry of Internal Affairs has already begun the development of a mechanism for restoring a safe space in Ukraine after the victory

This, today, March 4, was emphasized by the Minister of Internal Affairs of Ukraine during a speech at the Congress of local and regional authorities. The event was chaired by President of Ukraine Volodymyr Zelensky with the participation of the Head of the Office of the President Andriy Yermak, Chairman of the Verkhovna Rada Ruslan Stefanchuk, Prime Minister Denis Shmyhal, government officials, representatives of local and regional authorities.

Igor Klymenko told the participants of the Congress about the main directions of work of the units of the Ministry of Internal Affairs in the de-occupied territories and the implementation of security projects aimed at restoring law order and a sense of security among citizens.

“We are all united for victory. However, it should not only be on the battlefield. Victory must occur in the minds of people. When citizens rethink their responsibility and role in the processes of state formation. Together with you, we should already work on building a new ideology and understanding how Ukrainians will live in a safe environment,” the head of the Ministry of Internal Affairs stressed.

Currently, the total area of the deoccupied territories is almost 20 thousand square kilometers from Kharkiv region to Mykolaiv region. Large-scale work in these areas includes several key aspects: the implementation of stabilization measures, operational and further humanitarian demining. Igor Klymenko also noted that the biggest challenge is the restoration of presence in the territories that have been under occupation for nine years:

“During this time and in the future, Russian propaganda is working to consolidate the foundations of the poisonous Russian measure in the minds of our people. Children born during this time are already studying in 2-3 grades according to the educational programs of the enemy. We will rebuild the infrastructure. But already now it is necessary to work on programs of ideological rehabilitation of our citizens, which were undermined by the invader.”

An important area is the digitization of service services and at the same time security in cyberspace: repelling enemy cyberattacks, protecting personal data, preventing online fraud. At the same time, an extremely important and relevant aspect of a secure cyberspace is the cybersecurity of the population. The head of the Ministry of Internal Affairs stressed that it is necessary to increase the level of information literacy of Ukrainian society, so that everyone from preschool age is resistant to information attacks of the enemy.

“Because psychological operations hurt just like an enemy bullet. When we talk about casualties as a result of a full-scale war, we can safely say that every person in our state has suffered. The fighting, shelling, the endless IPOs of the enemy affected everyone. And a particularly vulnerable category in this context is our children,” Igor Klymenko stressed.

Therefore, according to the Minister, the Ministry of Internal Affairs continues to develop a number of projects aimed at creating a “Safe Educational Environment”.

Among other projects that aim to strengthen law and order on the territory of Ukraine are “Security Monitoring System”, “Safety of Public Spaces”, “Road Safety”, “Security of Territorial Communities”. Especially relevant is the “Safe Border”.

“Currently, due to a full-scale war, a land section of the border with the Russian Federation of 922 km remains temporarily not controlled by Ukraine. The country's defense forces regained control of a section 395 km along the Ukrainian-Belarusian border and more than 1,000 km on the border with Russia. We are working on the modernization of controls: CCTV cameras with thermal imagers, controlled by the latest software along the entire line of state borders, will not leave “blind” any section of our border. In some segments, we already work with such equipment. The eyes of the border see far away,” the interior minister said.

Igor Klymenko summed up that representatives of the authorities of all levels should join the formation of the security space both today and in the future:

“This is a philosophy and a win-win approach, where the community, the region, and the country win. After all, if we have every community safe, then we have a safe region. And if we have every region safe, then we have a safe country. We started this work yesterday. Today I invite everyone to join her. That our tomorrow will be victorious and promising.”
