Igor Klymenko: The Ministry of Internal Affairs of Ukraine continues dialogue with the EU for the development of a common security policy in Europe

This was announced by the Minister of Internal Affairs of Ukraine Igor Klymenko during his speech at the meeting of the Council of Ministers of the EU on Justice and Internal Affairs, which took place on March 4.

“After adopting the decision to open negotiations on Ukraine's accession to the EU, the Ministry of Internal Affairs ensured the integration of priorities and objectives aimed at gaining membership in the EU into all strategic and current planning documents,” the Minister stressed.

According to him, within the framework of the integration into the EU, the Ministry of Internal Affairs of Ukraine has developed a draft plan of practical measures for the implementation of the Comprehensive Strategic Plan for the Reform of Law and Order. Work is underway on the Public Safety and Civil Protection Strategy. The concept of a safe environment in Ukraine for 2024—2027 has been developed. The Integrated Border Management Strategy and the State Migration Policy Strategy have been updated.

“Taking into account the recommendations of the European Commission and in line with the Strategy to Combat Organized Crime, we continue to implement the SOCTA methodology. We actively apply the methods and principles of criminal analysis, strategic analysis and forecasting, we increase the capacity of the Situation Center of the Ministry of Internal Affairs, studying the best European experience”, - said Igor Klymenko.

Among the already achieved positive results of the Ministry of Internal Affairs of Ukraine, the Minister noted the launch of Service 112, the Unified Register of Weapons, as well as the fact that during the two years of full-scale war, not a single case of illegal movement of weapons outside Ukraine has been recorded, which is confirmed by neighboring countries.

The Minister noted that the Ministry of Internal Affairs also faces large-scale practical tasks to overcome the consequences of full-scale Russian aggression — now — during the 2 years of the Great War — the investigators of the National Police have launched more than 113 thousand criminal proceedings on the facts of war crimes committed by the occupiers. “Russia should incur criminal charges responsibility and financial responsibility for the terror of civilians and gross violations of international humanitarian law,” Ihor Klymenko stressed.

The Head of the Ministry of Internal Affairs of Ukraine stressed that representatives of the National Police and the State Border Service on an ongoing basis participate in joint operations within the framework of the multidisciplinary program EMPACT, the EU Strategy for the Danube Region, Europol, Frontex.

In addition, Minister Klimenko expressed gratitude to the partners for their assistance in preparing forces and means to restore the work of law enforcement agencies in the de-occupied territories. It should be recalled that with the assistance of the EU Advisory Mission, training on stabilisation measures has been launched. More than 160 future trainers from the police and national guards take part in the exercises.

In her turn, European Commissioner for Internal Affairs Ilva Johansson thanked Igor Klymenko and the entire Ministry of Internal Affairs of Ukraine for their work and noted the high level of cooperation: “We are pleased with the results of your work. I will be glad to come to Kyiv again.
You protect not only your territory, but also our common European values. And the resilience you demonstrate is impressive. We will continue to support Ukraine as long as necessary.”
