Igor Klymenko: Safety in educational institutions is always under special control in the Ministry of Internal Affairs
This was emphasized by the Minister of Internal Affairs of Ukraine Igor Klymenko during the meeting chaired by Prime Minister Denis Shmyhal on the completion of the 2022/23 academic year and the preparation of educational institutions for the next school year.
“The safety of all participants in the educational process in educational institutions is always under special control. The Ministry of Internal Affairs and the police in particular are making every effort to provide security, video surveillance, “alarm buttons”. The State Emergency Service monitors civil protection shelters and their equipment,” the Minister said.
He also added that already within the framework of the implementation of the Concept of Security of Educational Institutions and the Declaration on the Safety of Schools, the Ministry of Internal Affairs and NPU, a draft joint order with the Ministry of Education “On approval of the procedure for early warning and evacuation of participants in the educational process in case of attack or risk of attack on educational institution” has been developed.
This project provides for the creation of action algorithms in the event of a threat to participants in the educational process. Among other things, this order proposes to introduce a “security passport” of an educational institution.
“Given that the Government has approved the Concept of Safety of Educational Institutions, we are already working on its implementation. First of all, the responsible police officer and rescuer are assigned to educational institutions. They monitor safety and carry out preventive measures to prevent offenses among children, prevent accidents and injuries. In addition, our specialists conduct classes in interactive “safety classes”, the number of which we are constantly increasing. Currently, 584 classrooms have been created and are in operation. In addition, for more than a year now, the Ministry of Internal Affairs has been implementing a pilot project “Specialist for Security in the Educational Environment”, - the head of the Ministry of Internal Affairs said.
Igor Klymenko also drew attention to areas that need a priority solution.
“We have already managed to do a lot, but there are still problematic issues. In particular, this is the installation of means of protection, the state of fire safety and the important issue of the absence of own protective structures of civil protection in educational institutions. All existing problematic issues need to be resolved as soon as possible. Because it is a question of children's safety,” said Igor Klymenko.
