Igor Bondarenko: Legislative settlement of the procedure for the circulation of civilian weapons is a priority issue

Currently, the procedure for obtaining permits for the purchase and storage of weapons is long and involves several trips to the police to submit documents and obtain paper permits. With the introduction of the Unified Register of Weapons, the algorithm for submitting an application is simplified — a citizen will be able to do this online through an electronic cabinet, and the permit itself will be displayed electronically in the office of the gun owner.

The project for the creation of the Unified Register of Weapons was determined by the Minister of Internal Affairs Denis Monastyrsky as the first priority. Legislative regulation of the procedure for arms circulation is a priority issue, underlines Deputy Minister Igor Bondarenko.

“Today we aim to automate the process of arms circulation. This registry should not only simplify the algorithm for purchasing weapons, but also provide tracking of the entire cycle of weapon use. For citizens, this means, first of all, that they will be able to receive a comprehensive service by submitting a single package of documents in one place,” the Deputy Minister of Internal Affairs noted.

The registry will become an integral part of the Unified Information System of the Ministry of Internal Affairs and will automate the accounting of weapons. This will make it possible to verify information about the rights in the sphere of arms circulation. That is, the Ministry of Internal Affairs will be able to identify the weapon and unequivocally tie it to the person who owns it.

Also, the innovations will concern licensed business entities, which will be given the right to register the sale of weapons in the Register, check the applicant's data and registration of the sale of weapons, carry out verification of the permit (the presence of an entry in the register, its validity period, the right to purchase, store, carry, transport, etc.).

Recall, on February 15-16, the First National Conference on the Prevention and Fight against Illegal Trafficking of Weapons, Ammunition and Explosives in All Its Manifestations was held in the capital. The event was held within the framework of a joint project of the OSCE and the Ministry of Internal Affairs of Ukraine.
