What changes will occur in passing exams in service centers of the Ministry of Internal Affairs in 4 regions of Ukraine

From June 1, a pilot project to ensure transparent examinations in the service centers of the Ministry of Internal Affairs will start.

Where exactly will the exams be taken in a new way?

Lviv Oblast:

  • Lviv (service center of the Ministry of Internal Affairs № 4641),
  • village Chervone (service center of the Ministry of Internal Affairs № 4643),
  • Stry (service center of the Ministry of Internal Affairs No. 4645),
  • Chervonograd (service center of the Ministry of Internal Affairs No. 4646),
  • village Zimna Voda (service center of the Ministry of Internal Affairs No. 4649);

Kiev region:

  • Bila Tserkva (service center of the Ministry of Internal Affairs № 3242),
  • village Sofiivska Borshchahivka (service center of the Ministry of Internal Affairs № 3246),
  • Pereyaslav (service center of the Ministry of Internal Affairs № 3248);

Odessa region:

  • Belgorod-Dnistrovsky (service center of the Ministry of Internal Affairs № 5143),
  • Izmail (service center of the Ministry of Internal Affairs No. 5144),
  • Podilsk (service center of the Ministry of Internal Affairs № 5149),
  • Odessa (service center of the Ministry of Internal Affairs № 5154);

Vinnytsia region:

  • Vinnytsia (service center of the Ministry of Internal Affairs № 0541),
  • Mogilev-Podolsky (service center of the Ministry of Internal Affairs № 0543),
  • Tulchin (TSC № 0544).

All other service centers of the Ministry of Internal Affairs of these regions will provide all services related to registration actions of vehicles, storage of license plates, production of individual license plate layouts, all services related to the admission to transportation of dangerous goods, conversion of vehicles, etc., exchange and renewal services of a driver's license. There will be no passing of theoretical and practical exams.

The Main Service Center of the Ministry of Internal Affairs noted that an updated pre-registration system is already working in these 4 regions. A voucher for a practical exam on a category B vehicle can be obtained both in the terminal directly in the premises of the service center of the Ministry of Internal Affairs, and online through the e-recording functionality.

Scaling of exam transparency in all service centers of the Ministry of Internal Affairs is planned by the end of 2023.

What changes to expect from tomorrow?

Changes will occur in the technical conversion of exam classes to compose theory and cars to compose practice.

Classes for theoretical exams are equipped with cross-video recording with audio recording.

“There will be no more blind spots. No one will be able to tell anyone, because we will record sound and video from 4 surveillance cameras. If the candidate as a driver has studied the rules of the road, then when he comes to the service center of the Ministry of Internal Affairs, he will confidently pass the exam,” the Main Service Center of the Ministry of Internal Affairs noted.

Cars of the service centers of the Ministry of Internal Affairs for passing the practical examination of category B are equipped with: DVRs in front and behind the car, a surveillance camera in the cabin with a viewing angle of 360°, which allows you to see the position of the hands and feet of both the candidate in the driver and the examiner. There will also be sound fixation in the car. Thus, driver candidates will receive more tools to challenge the results of exams in the service centers of the Ministry of Internal Affairs.

All data will be stored on the server equipment of the service centers of the Ministry of Internal Affairs. In the future, we plan to extend the period of appeal of exam results by law to 30 days. Now it is 3 days.

In the event of disagreement with the results of the exams, people will have more tools to challenge these exams. A department will be established to monitor these videos, which will ensure the storage of video materials for their verification upon request from driver candidates.

What changes are not planned within the scope of the pilot project?

As for the unlimited number of attempts to pass exams. So for the theoretical exam - it will remain so. Now the candidates for the driver have the opportunity, after an unsuccessful attempt after 5 days for the sixth, to recompose the theory in the service center of the Ministry of Internal Affairs.

There are no restrictions on the number of attempts during the year, while the certificate of completion of the theoretical course of driver training in an educational institution is valid. And changes are planned in the practical part. Now the candidate for driver has 3 attempts to pass the practical exam. If he did not pass the practical part for the third time, then such a candidate in the driver is again sent for training in practical driving to an educational institution. It is suggested to replace 3 attempts with an unlimited number of attempts for 2 years while the certificate of practical training is valid.
