Anna Malyar: “Our phenomenon — today all the security and defense forces of Ukraine are on the fronts, and this speaks of the strength of the Ukrainian state!”
Within the framework of the Educational Marathon for higher education applicants of the Ministry of Internal Affairs, another lecture was held, the speaker of which was given by the Deputy Minister of Defense of Ukraine Anna Malyar. The discourse on “Actual issues of criminal and legal qualification of aggressive war” took place at Dnipropetrovsk State University of Internal Affairs.
The participants of the event were congratulated by the rector of the DDUVS Police Colonel Andriy Fomenko. He thanked the leadership and representatives of the Ministry of Internal Affairs of Ukraine for organizing and conducting such a large-scale event as an educational marathon, which is held within the framework of the World Action “16 Days Against Violence”, and also emphasized the importance of comprehensive cooperation of representatives of the authorities, scientists, educators, practitioners and student cadets young people in search of optimal solutions in preventing and countering violence and wished the participants a fruitful dialogue.
Deputy Minister of Defense of Ukraine Anna Malyar spoke with a detailed discourse. She began her lecture with the definition of the concept of “war” at the international level, listed those circumstances in Ukraine that can be attributed to the facts of the war according to the Resolution of the General Assembly of the United Nations 3314 “Definition of Aggression”. Among them are the crossing of Ukraine's borders by foreign troops and the annexation of territories or their temporary occupation.
In her speech, she also listed the mechanisms available in the world to combat war crimes - these are the norms of international law and sanctions. She noted that these tools and institutions are currently not working in Ukraine.
The Deputy Minister emphasized the need to identify and expand the circle of actors guilty of war crimes in order to bring them to international criminal responsibility.
“Regulating the issue of liability is one of the most important issues that must be urgently addressed both at the national and international levels, because only bringing criminal responsibility by the international court can be an effective way to prevent and counteract wars in Ukraine in the future,” said Anna Malyar.
In more detail, the lecturer focused on the issue of documenting war crimes. In particular, she noted that the first witnesses are usually military men, but first of all they have to perform their main functional duties - to fight the enemy and protect the borders.
“It is important that the first to enter the de-occupied territory are not civilians, but police officers. These are what we call stabilizers. Collecting and documenting evidence at the national level is a matter for law enforcement agencies, prosecutors, courts. Criminal liability is an important factor in the fight against collaboration and separatism. And this is the only way to give a legal assessment of war crimes in our time,” she said.
Deputy Minister of Defense of Ukraine Anna Malyar focused on security factors in detail, emphasizing the need to create military alliances, build a strong military and economically strong state. She also emphasized the need to continue to comply with NATO standards, improve the professionalism of the Ukrainian army, and make management decisions efficiently and quickly. Among all other factors of preventing war in the future, the expert highlighted the need to respect cultural identity.

Today we have the National Police, the National Guard, the Prosecutor's Office, the Security Service and the Armed Forces of Ukraine. Such coordination, which is taking place today in our country, did not exist before. The cohesion of the law enforcement agencies, which is now, is absolutely unprecedented, and this is one of the elements of a successful confrontation with the aggressor. After all, each power structure has its own specific knowledge and skills, and when they are combined, it gives a powerful force,” Anna Malyar is convinced.
In a lively dialogue with the audience, the lecturer also covered other topical issues. Finally, she called on all participants of the marathon not to be indifferent to the problems that arise in wartime conditions, because this is the business of every Ukrainian, and above all those who have chosen the way to stand in the guard of law and order.
Recall that within two weeks, representatives of state and international institutions will speak before cadets and students of higher education institutions of the Ministry of Internal Affairs of Ukraine with lectures on prevention of any violence in the modern world, observance of human rights, barrierlessness and combating discrimination, as well as the peculiarities of the activities of agencies during a full-scale invasion the invasion of the Russian Federation into the territory of Ukraine.
The final stage of the marathon, dedicated to the World Action “16 Days Against Violence”, will take place on December 13. Speakers will be the Verkhovna Rada of Ukraine Commissioner for Human Rights Dmytro Lubinets and the Commissioner for the European Court of Human Rights of the Ministry of Justice of Ukraine Margarita Sokorenko.
