Doctrine of the President of Ukraine and the continuation of the reform of the system of the Ministry of Internal Affairs

President Volodymyr Zelensky proposed to hold a nationwide discussion of the new doctrine of Ukraine, in which the priorities of its future transformation will be determined. He said this on June 28, 2023, during a speech in the Verkhovna Rada on the occasion of the Constitution Day of Ukraine.

“As the Constitution lays the foundations, we need a doctrine for our state. Clear, not blurred, bold doctrine. For Ukraine, going to victory. But for Ukraine, the winner. This doctrine must answer all fundamental questions about Ukraine and our future — for ourselves, for our neighbors, and for everyone in the world. We need a new system, new rules, new opportunities,” Zelensky said.

He also named five basic guidelines for Ukrainian doctrine: the first is the philosophy of Ukraine's victory, the second is the globality of Ukrainian security, the third is the politics of heroes, the fourth is the politics of justice, the fifth is the transformation in 10 years.

On July 14, 2023, the Minister of Internal Affairs Igor Klymenko told MPs — members of the Verkhovna Rada of Ukraine Committee on Law Enforcement Activities about the work of the “Safe Country” analytical center and the single integration platform of the Ministry of Internal Affairs system, which includes a video surveillance system.

The head of the Ministry of Internal Affairs noted that the Center, in particular, analyzes the situation at the border, monitors data on shelling, crimes, fires, demining, examines the information of the migration service. In addition, the situation at Zaporizhzhya NPP is monitored, the radiation status is monitored and the possible development of the situation is predicted.

Igor Klymenko told MPs about the work of the Ministry of Internal Affairs system during martial law, implemented projects and restoration of safe space after the victory.

“We are preparing for a peaceful life. We want to have all the necessary services working in this center afterwards so that we can respond in a timely manner to any events. In the near future, more than 20 bills on life after the war will be submitted to Parliament. We must show citizens that their lives in the state will be completely safe,” the Minister of the Interior said.

In addition, Igor Klymenko informed the people's deputies about the situation in the frontline regions, the inspection of shelters and the process of demining the territory of Ukraine.

“We would like to thank you for your work, in particular for your fruitful interaction with our committee. I want to assure that the support and cooperation from the people's deputies will continue to take place,” said Oleh Bondarenko, Chairman of the Verkhovna Rada of Ukraine Committee on Environmental Policy and Environmental Management.

The work of the Center for Strategic Analysis and Forecasting of the Ministry of Internal Affairs of Ukraine and the Service of 112 People's Deputies was introduced to the work of the Deputy Minister of Internal Affairs - Alexey Sergeev, Bohdan Drapyaty and Leonid Tymchenko.

In particular, Oleksiy Sergeev said that the Center for Strategic Analysis and Forecasting monitors internal and external threats and risks in Ukraine.

“Employees of the Ministry of Internal Affairs are monitoring the situation around the clock. Everyone is responsible for their profile. For example, representatives of the border service prepare information on the situation on the border. We are talking about both shelling and the situation with queues at the borders,” the Deputy Minister of Internal Affairs noted.

Leonid Tymchenko and Bohdan Drapyaty noted that the launch of the 112 Center is a step towards the European Union.

Security projects are implemented within the framework of the “Safe Environment”, which is a component of the Ukrainian doctrine announced by the President of Ukraine.

The projects are designed to regulate the following issues:

  • video surveillance in settlements;
  • aviation security, security at airports;
  • opening of the analytical and situational center of the Ministry of Internal Affairs;
  • demining of territories;
  • security in cyberspace;
  • fight against drug crime;
  • safety on the roads and much more.

The Situation Center, which includes representatives of all services, will be engaged in large-scale forecasting of the security situation and will provide appropriate recommendations to law enforcement agencies.
