Deregulation of business: the State Emergency Service created e-registries for audit of fire and man-made safety
The State Emergency Service of Ukraine has created and is implementing new electronic services to ensure the organization of independent audit of fire and man-made safety of business entities.
According to the SNS, the purpose of creating an e-registry is to simplify business and limit the number of different inspections. But the most important thing is to increase the level of fire safety.
In the context of a full-scale invasion of the Russian Federation in Ukraine, there is a moratorium on carrying out any measures of state control supervision, but conscious businesses are still concerned about fire safety at their facilities.
In the autumn of 2022, the Parliament adopted Law No. 2655-IX on business deregulation through civil liability insurance, which allows business entities with medium and/or minor degrees of risk to initiate an independent audit of compliance with fire and man-made safety requirements at their facilities.
This, in turn, will make it possible to conclude insurance contracts and reduce the number of scheduled inspections, increase the period between them and strengthen the guarantee of compensation for damage in the event of a business violation of fire safety requirements.
“To date, we have about 205 thousand business entities with medium and minor degrees of risk. Each entity has approximately 1-2 objects, that is, in total there are 320-330 thousand objects that can go through audit and insurance,” the SNS noted.
Provided that there is a civil liability insurance policy, routine inspections of business entities with an average degree of risk may not be carried out for up to 6 years in a row, and with a low degree of risk - up to 10 years. The audit does not entail negative consequences and sanctions and is voluntary.
Thus, for more than a year since the adoption of the law, extensive preparatory work has been carried out and now an electronic form has been launched on the website of the State Emergency Service, through which interested organizations and experts can submit documents for passing professional certification and obtaining a qualification certificate.
In addition, the e-register of organizations that audit fire and man-made safety, and experts in the field of fire and man-made safety, where records of issued certificates will be entered, and the Register of insurance contracts concluded according to the results of the audit and the received acts have been introduced.
