The defendants had until February 2022, in accordance with the defense contract, to produce ammunition for the Armed Forces of Ukraine. However, the entrepreneurs managed to deliver only part of the ordered mines, which also turned out to be faulty.

It was established that the Ministry of Defense of Ukraine concluded a contract for the supply of products under a state defense order with a number of business entities.

The heads of the two enterprises, who are spouses, did not fulfill the terms of the contract, in particular, the defendants did not supply the entire batch of ammunition within the specified time frame. In addition, during the testing of combat equipment, representatives of the Defense Department revealed product shortcomings, in particular, mines were defective due to the use of low-quality gunpowder in them. Therefore, they were returned to the manufacturing companies to eliminate the identified shortcomings.

Nevertheless, entrepreneurs have not yet eliminated technical malfunctions of military products. The amount of damage caused to the state is 270 million hryvnias.

At present, the investigators of the CSU of the National Police have informed the heads of enterprises about the suspicion under Part 4 of Art. 190 (fraud) of the Criminal Code of Ukraine. Those involved face punishment in the form of imprisonment for up to 12 years with confiscation of property.
