The Deputy Minister of Internal Affairs of Ukraine wrote about this in the author's column of Censor.net.

As you know, the Government of Ukraine has adopted a resolution, which determines that during the re-registration of a vehicle (used) it is not mandatory to conduct an expert study, except for the import of used cars from abroad for the first time.

Thus, the procedure for buying and selling a car becomes even more convenient: you need to register electronically for a specific date and time (online or through a terminal) and receive the service, spending only about 25 minutes.

However, at the request of the seller or buyer, you can conduct an expert study of the vehicle and registration documents to it with the issuance of the conclusion of the expert study on the form of the institution.

“First of all, we strive to provide an opportunity for a person to make an informed choice regarding the order, place, method, format of obtaining the service, given that the relevant government body has to offer different options. At the same time, we consider it appropriate to inform citizens about potential risks and ways to avoid them,” the Deputy Head of the Ministry of Internal Affairs explained.

Bohdan Drapyaty stressed that, for the most part, there is no practical need to conduct an expert examination of the parents' car during its re-registration to children or relatives or in other similar cases.

Instead, under the obligation of expert research, a person, even if he is confident in the car and registration documents, is forced to spend additional time and money to conduct it.
