Ukraine's budget suffered millions of losses on road repairs and reconstruction: police reported suspicions

The official, realizing that the cost of building materials supplied and arranged by the contractor on the site is excessive, signed an act of acceptance of construction work. The actions of the suspect led to losses to the capital's budget in the amount of almost UAH 1.4 million. For his actions, he faces up to 12 years in prison.
During the pre-trial investigation, the police established that the utility had entered into an agreement with a contractor to carry out construction work on the reconstruction of the stairs and the improvement of the adjacent territory within the pedestrian alley of Andriyevsky Uzzo. Responsible for the specified direction of work, the official of the municipal enterprise, with the aim of wasting budget funds for the purpose of his own enrichment, having reliable information that the cost of building materials supplied and arranged by the contractor is overestimated, signed an act of acceptance of the completed construction work, and the municipal enterprise paid for building materials at inflated prices.
Currently, investigators under the procedural leadership of the Podolsk District Prosecutor's Office of the city. Kyiv informed the defendant about the suspicion of committing a criminal offense provided for in Part 5 of Art. 191 of the Criminal Code of Ukraine — appropriation, squandering of property or possession of it by abuse of official position.
For an act committed, an official is threatened with imprisonment for a term of seven to twelve years with deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years and with confiscation of property.
Also a few days ago, the head of the capital's municipal road construction enterprise and a contractor received suspicion. According to the results of the simplified public procurement procedure, representatives of municipal and controlled private enterprises concluded an agreement between themselves. According to him, the contractor had to carry out the current repair of the boulevard and eliminate its emergency in the Solomensky district of the capital. The total cost of repair work under the contract amounted to almost 19 million UAH.
In order to allocate funds from the city budget to the acts of the work performed, inaccurate data were introduced on the cost of the asphalt concrete mix, which overestimated it by almost 4.7 million UAH. These funds were unreasonably transferred to the accounts of the contractor, and the budget of Kyiv suffered losses of the corresponding amount.
On the basis of the evidence received during the pre-trial investigation, the head of the municipal enterprise was informed of the suspicion under Part 2 of Art. 367 (Service negligence) of the Criminal Code of Ukraine, and to the contractor under Part 5 of Art. 191 (Possession, squandering of property or possession of it by abuse of official position) and Part 1 of Art. 366 (official forgery).
A utility worker may face punishment in the form of imprisonment for a term of two to five years, and a contractor from seven to twelve years.
