Barrierless in action: how and where to get a driver's license for a person with a disability
The service for obtaining a driver's license is now in demand among citizens of Ukraine. Among those who want to drive a car are people with disabilities. That is why “Driving schools for people with disabilities” were created in Ukraine. This is the flagship project of the Ministry of Internal Affairs of Ukraine, which is implemented within the framework of the initiative “Without Barriers” of the First Lady of Ukraine Elena Zelenska.
The goal of the project is to create convenient and high-quality public services for training in driving and obtaining a driver's license for people with musculoskeletal disorders. Therefore, the capabilities of the units of territorial service centers of the Ministry of Internal Affairs and the network of driving schools on the basis of higher education institutions of the Ministry of Internal Affairs are expanding.
Advantages of the Ministry of Internal Affairs project:
- studying and passing exams in inclusive rooms;
- accessible infrastructure and the most barrier-free space;
- training in mixed inclusive groups or individually;
- the possibility of theoretical training in a distance format;
- individual training on a convenient schedule;
- training plans and programs adapted to the needs of persons with disabilities;
- certified and modern training vehicles with manual control;
- support and advice at each stage of training;
- experienced teachers and instructors who have undergone additional training.
The total duration of training is 11 weeks. Of these, 64 hours is a theoretical course, and 40 hours is a practical course. Estimated tuition fee: 6000 hryvnia
List of requirements for future drivers:
- want to learn how to drive a car with manual control;
- there are no medical contraindications (diseases and defects), in the presence of which a person cannot be allowed to drive vehicles of category “B”;
- the necessary list of documents is available.
In order to join the training, you need to go through 6 training stages:
1. Obtain a medical certificate regarding fitness to drive a vehicle.
To undergo a medical examination of candidates as a driver of vehicles in any health care institution that conducts an examination of such persons, and obtain a certificate in the form 083/o.
2. Choose a driving school for theoretical training and submit documents. To enroll in training, you must prepare:
- an application addressed to the director of the driving school indicating his address and category of vehicle, the right to drive which the person wishes to obtain;
- a copy of the passport of a citizen of Ukraine or a document certifying his citizenship or special status;
- a copy of one of the documents stipulated by the Tax Code of Ukraine with data on the registration number of the taxpayer's account card;
- or notice of refusal to accept it;
- a medical certificate of the established sample, valid on the date of submission of documents, confirming the driver's permission to drive the vehicle;
- one color photo with a size of 3.5 by 4.5 cm.
3. Take a theoretical course of training in a driving school. Listen to the course of lectures and receive a certificate of completion of theoretical training in the established form.
4. It is necessary to pass a theoretical exam in the service center of the Ministry of Internal Affairs. To pass the theoretical exam, you must have with you:
- a copy of the passport of a citizen of Ukraine or a document certifying his citizenship or special status;
- a copy of one of the documents stipulated by the Tax Code of Ukraine with data on the registration number of the taxpayer's account card or notification of refusal to accept it;
- a medical certificate of the established sample, valid on the date of submission of documents, confirming the driver's admission to drive vehicles of the relevant categories;
- receipt of payment for the service.
5. Undergo practical training in a driving school that trains people with disabilities.
Persons who have successfully passed the theoretical exam in the territorial service center of the Ministry of Internal Affairs are allowed to undergo practical training in the institution. For enrolment, the same documents as indicated in step 2 are submitted. After practical training, an internal exam is taken and a certificate is issued.
6. It is necessary to pass a practical exam at the service center of the Ministry of Internal Affairs and obtain a driver's license.
The exam is taken in the service center of the Ministry of Internal Affairs, on a vehicle with manual control. A driver's license is obtained in the same service center of the Ministry of Internal Affairs, where the theoretical exam is taken.
Currently, five driving schools for people with disabilities operate in Ukraine - in Kiev, Kamenets-Podolsk, Kropyvnytskyi, Lviv and Dnipro:

- Kharkiv National University of Internal Affairs (Khmelnytsky region, CCC of the Ministry of Internal Affairs №6843, m. Kamianets-Podilskyi, pr. Hrushevsky ½);
- Donetsk State University of Internal Affairs (Kropyvnytskyi, CCC of the Ministry of Internal Affairs №3541, ave. Engineers, 9/92);
- Lviv State University of Internal Affairs (CCC of the Ministry of Internal Affairs №4649: p. Zymna Voda, str. Gorodotska, 16);
- Dnipropetrovsk State University of Internal Affairs (m. Dnipro, CCC of the Ministry of Internal Affairs №1249, ave. Slobozhansky, 31D).
- Odessa State University of Internal Affairs (m. Odessa, lane. Sabansky, 4). This driving school received a certificate of state accreditation for training future drivers, in particular, people with disabilities for category “B”. And the territorial service center of the Ministry of Internal Affairs No. 5154, which will take exams after training at the specified driving school is located at the address: Odessa, ul. Airportovskaya, 27/1.
