Car dealerships were given the opportunity to generate a power of attorney for the right to represent the interests of the buyer
On August 6, 2023, the Cabinet of Ministers Resolution No. 437 entered into force, which amends the procedure for the first registration of new cars on the territory of Ukraine. Thanks to these changes, car dealerships will be able to register vehicles on behalf of the buyer without the need for a notarized power of attorney, and “transit” license plates now become optional.
The buyer gets the opportunity to save time and money. Car dealerships were given the opportunity to generate a power of attorney for the right to represent the interests of the buyer. Now such a power of attorney for the parties can be signed simply at the car dealership and without a notary. The power of attorney, as well as the act of acceptance of the transfer of the vehicle, is formed using the Unified State Register, you can put an electronic digital signature on them or sign a paper form - depending on how convenient it is for the buyer.
Due to the fact that car dealerships can generate acts of acceptance and transfer of vehicles electronically, as well as due to the cancellation of the mandatory inspection of new vehicles by the Expert Service of the Ministry of Internal Affairs, obtaining “transit” license plates for one-time trips when registering a new car also becomes optional. The buyer may refuse them, information about which will be indicated in the act of inspection and/or acceptance.
After registration of the necessary documents between the buyer and the seller, a representative of the car dealership can visit the service center of the Ministry of Internal Affairs instead of the buyer. And accordingly, get a certificate of registration of the vehicle in the name of the buyer and license plates — while the car may not leave the salon at all. And the new owner only has to pick up the already registered vehicle from the seller.
These innovations simplify the state registration of new vehicles and do not apply to used cars. Previously, for such registration, the buyer had to contact a notary to issue a power of attorney if he wanted to entrust the registration of the car to the seller. In addition, it was necessary to fix red license plates for one-time trips so that the vehicle could reach the service center of the Ministry of Internal Affairs.
