8 million hryvnia damage on the repair of heating plants: the capital's police investigators uncovered a criminal scheme
Law enforcement officers conducted eight searches and announced the suspicion of five defendants. Criminal proceedings were initiated on the facts of official negligence, forgery of knowingly false official documents and embezzlement of property.
In the course of the pre-trial investigation, it was established that during 2020, officials of a number of economic entities, by prior collusion among themselves, agreed to jointly commit a number of salacious crimes regarding the repair of modular heating plants. The investigators, together with the employees of the Department of Strategic Investigations under the procedural leadership of the Shevchenko District Prosecutor's Office of the city of Kyiv, uncovered the criminal scheme.
According to the investigator of the Shevchenko Police Department Viktoria Sushak, the law enforcement officers conducted 8 sanctioned searches and announced the suspicion of committing a number of suspected crimes by five defendants:
“The violators acted according to the scheme, which consisted in the fact that one of the enterprises should be engaged in the manufacture of modular units of the heating system, sell them at an average market value to another enterprise, which in the future at inflated prices supplied the modules to the third, as a participant in public procurement. The purpose of the officials was to allocate budget funds within the framework of the execution of contracts concluded with urban planning, architecture and land use institutions”.
In addition, the investigators found that according to a preliminary agreement between the group members, the amount of funds that constituted the cost of the equipment, which did not correspond to its market value, was to be distributed among the group members. As a result of the criminal actions of the defendants, the amount of damages for the repair of 18 heating plants in the Shevchenkivskyi district of the capital is UAH 8 million.
At the moment, the investigators of the Shevchenko Police Department under the procedural leadership of the district prosecutor's office have reported the suspicion of five defendants in committing crimes under Part 2 of Art. 367 - official negligence, part 1 of Article 366 - official forgery, part 4 of article 191 - appropriation, squandering of the square or possession of it by abuse of the official position of the Criminal Code of Ukraine. The sanction of the most severe article provides for punishment in the form of imprisonment for a term of five to eight years with deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years. The pre-trial investigation is ongoing.
