Recommendation No. 2073 (2015)
On ensuring the protection of whistleblowers

Parliamentary Assembly

1. The Parliamentary Assembly refers to its Resolution No. 2060 (2015) on ensuring the protection of “whistleblowers”, as well as its Recommendation No. 1916 (2010) on the protection of “whistleblowers”.

2. The Assembly welcomes the adoption by the Committee of Ministers of Recommendation CM/Rec (2014) 7 on the protection of whistleblowers as an important step in the right direction.

3. The Assembly asks the Committee of Ministers:

3.1 to further ensure the protection of whistleblowers by initiating the negotiation process to develop a legally binding instrument in the form of a framework convention that is accessible to non-Member States and covers the issue of disclosure of wrongdoing by persons working in the field of national security and information;

3.2 at the same time, consider ways and means of providing the Council of Europe with technical assistance to Member States for the implementation of Recommendation CM/Rec (2014) 7;

3.3 Urge the Secretary-General to further improve the application of the rules by whistleblowers in the Council of Europe, in order to bring them into line with the principles adhered to by the Assembly and the Committee of Ministers.
