The Ministry of Internal Affairs annually formulates and implements the Annual National Programmes under the auspices of the NATO-Ukraine Commission (hereinafter referred to as the NRP), which are approved by the Decree of the President of Ukraine.
The NRP is a strategic national document that is close in form and content to the NATO Membership Action Plan, the main focus of which is on achieving compliance with NATO membership criteria.
The formation of tasks and measures for the implementation of medium-term objectives is based on the commitments taken at the highest level and takes into account the resources that are planned to be spent on the fulfillment of such obligations.

According to the draft RNP for 2020, the goal of further development of the Ministry of Internal Affairs of Ukraine is to create a single sustainable, managed and functional system of internal affairs as part of national security, capable of countering current challenges and threats by improving the system of policy formation and implementation in the sphere of responsibility of the Ministry of Internal Affairs of Ukraine, professional training of personnel formation of an effective information and resource management system.
To fulfill this purpose, the following objectives are defined:
1. Coordinated policy of the bodies of the system of the Ministry of Internal Affairs of Ukraine ensures a safe environment and efficient provision of services to citizens;
2. Highly qualified and motivated specialists of the bodies of the system of the Ministry of Internal Affairs of Ukraine ensure the safety of the population of Ukraine;
3. The unified information system of the Ministry of Internal Affairs of Ukraine has been put into operation, which allows the society to continuously and promptly receive public services;
4th. A unified aviation security and civil protection system operates in Ukraine;
5. The population receives effective emergency care through a single telephone number 112.
